[NARRATIVE #1 on November 01, 2025]

V1 was in traffic in the north bound lane of Hampton St. near it’s intersection with Simpson St. when the driver entered in the southbound lane to maneuver around vehicles in the north bound direction. V2 was turning left from Simpson St. onto Hampton St. as vehicle’s were allowing the vehicle to turn. While V1 was traveling northbound in the south bound lane, V2’s front bumper struck the passenger side of V1.

Driver of V1 advised that his vehicle was struck.

Driver of V2 advised that vehicles closest to the intersection allowed her to go through the intersection. Driver of V2 did not expect V1 to enter the opposite flow of traffic as the turn was made. Driver of V2 advised immediately following the accident, V1 fled from the scene.

After speaking with the driver, I obtained a statement from a witness who observed the Hit & Run, Mr. [WITNESS #1] [REDACTED BY AGENCY]. Mr. [WITNESS #1] advised that all traffic stopped so that V2 could safely make a left turn from Simpson St. onto Hampton St. Mr. [WITNESS #1] advised that V1 left the north bound lane into the south bound lane but continued to travel north. Mr. [WITNESS #1] advised as V2 turned V1 approached and they made contact in the intersection. Mr. [WITNESS #1] advised that V1 started driving west bound on Bridges Rd. Mr. [WITNESS #1] advised me that V1 was a SUV with side mirror damage.

I determined that V1 is at fault and issued the driver 4 citations for failure to maintain lane, hit and run, driving while unlicensed, and driving without insurance. See case report 2025-00027460 for additional information.

There were no complaints of injuries made by any occupants.

I obtained a written statement from the driver of V2 and Mr. [WITNESS #1].

The driver of V1 was arrested and transported to the Henry County Jail.

[NARRATIVE #2 on November 01, 2025]

On Saturday, November 1, 2025 at 1720 hours I, Ofc. A Mirville 2141, was notified of a hit and run accident that had just occurred in the proximity of where I was sitting; Hampton St. near Simpson St. by a witness, Mr. [WITNESS #1] [REDACTED BY AGENCY]. Mr. [WITNESS #1] advised that the suspect vehicle was an SUV with a broken side mirror heading west bound on Bridges Rd. After receiving this information I initiated all of my emergency equipment and began traveling in the direction of the suspect vehicle while Ofc. Harrison 2130 checked on the victim vehicle.

While on Bridges road I observed an SUV traveling at a high rate of speed heading west bound towards Concord Ter. The SUV was a gray Buick Encore with a broken passenger side mirror and damage to the rear end passenger side bumper. The driver observed my emergency equipment and pulled into a nearby neighborhood on Madeline Ct. After coming to a safe and complete stop I immediately exit my patrol vehicle and approach the driver. I instruct the driver to exit the vehicle, which he did.

Next, I placed that driver; identified as Mr. De’andre Barnhart [REDACTED BY AGENCY], in handcuff secured to the rear, double locked, and checked for fit. I frisked Mr. Barnhart and placed him in the rear seat of my patrol vehicle for the duration of my investigation. After securing Mr. Barnhart I advised him that he just struck another vehicle and fled. He stated that he was trying to find somewhere to park. I advised Mr. Barnhart that his response was a lie due to him passing several businesses and areas that he could park at closer to the accident location. Mr. Barnhart then stated he was on his way home to [500 BLOCK] Concord Ter., McDonough, Ga., 30253.

Next, I asked Mr. Barnhart if he had a driver’s license on him. He advised that he didn’t, so I asked him for his name and date of birth. Mr. Barnhart later advised that his license was not from Georgia but from FL. I ran his name and date of birth through GCIC for any Florida license and could not get any returns. I asked Mr. Barnhart if there was any form of identification in the vehicle and he advised there was one in a console in the front of the car. After my back-up officer, Ofc. Prescott 2122, arrived to my location he took inventory of Mr. Barnhart’s vehicle and located a Florida ID. I requested dispatch to run the ID number and advise if there is any license associated with it. Moments later dispatch advised that Mr. Barnhart has no valid license.

Once, I finished obtaining the majority of the information needed to document the accident, I began running, Mr. Barnhart’s 2017 Buick Encore, bearing Florida registration [REDACTED]. I obtained the year, make, model, and VIN. However, there was no insurance listed. I asked Mr. Barnhart if the vehicle had insurance and if he could use his phone to pull up the policy. Mr. Barnhart advised that his insurance is with Progressive. He assured me that he could obtain the policy on his phone. I allowed Mr. Barnhart to go through his phone to obtain the insurance information. Mr. Barnhart could not locate any insurance information, so based on him advising that his insurance was with Progressive, I called them directly. The insurance agent with Progressive was able to located a policy for Mr. Barnhart, but advised that it has not been an active policy since 2022.

After getting all the information I required for the accident report, I contacted Ofc. Harrison for information on the events of the accident. Ofc. Harrison advised that Mr. Barnhart was originally traveling north bound on Hampton St. towards Simpson St. Ofc. Harrison advised that the victim, Mr. [VICTIM #1] [REDACTED BY AGENCY], was being allowed to turn left onto Hampton St. from Simpson St. from other vehicles at the intersection. Ofc. Harrison advised that while Mr. Barnhart was traveling north in a south bound lane Mr. [VICTIM #1]’s vehicle made contact with Mr. Barnhart’s vehicle. I determined that Mr. Barnhart was at fault for the accident due to him failing to maintain his lane and entering the opposite lane of travel to avoid traffic resulting in the collision.

Ofc. Harrison advised there were no reports of any injuries, but Mr. [VICTIM #1]’s vehicle received noticeable damage to it’s front end. Ofc. Harrison assisted with checking for injuries and obtaining witness statements from the witness, Mr. [WITNESS #1], and the victim, Mr. [VICTIM #1].

Mr. Barnhart was issued a citation for hit and run, driving while unlicensed, no insurance, and failure to maintain lane. He was then transported to the Henry County Jail by Ofc. Prescott where he was turned over to the booking officers.
