On May 13, 2026 at approximately 2150 hours, I, Ofc. M. Hildreth, was dispatched to the intersection of Hwy 81 W and Hwy 20 W in reference to a speeding and distracted driver who was slumped over the wheel of his 4-door sedan.
Upon arrival at about 2202 hours, two Henry County PD officers were already on scene. I observed a male suspect/driver, identified as Mr. Donald Shirah, DOB [REDACTED BY AGENCY] out of his vehicle, a 2003 Gold in color Toyota Camry GA Tag #[REDACTED]. I immediately observed the male acting strange as he was bent over at the waste with his arms hanging loose similar to a cationic zombie.
A witness, Ms. [WITNESS #1], who was following the male on Hwy 81 W as he was driving had reported to the 911 dispatcher that the male was driving erratic, failing to maintain lane, and striking curbs. According to witness he also almost caused several accidents. Upon coming to the intersection on Hwy 81 W facing Hwy 20 W the male was said to have completely stopped his vehicle and was thought to be passed out at the wheel.
Upon running the male’s information through GCIC it was learned that his license was suspended. He only had an ID on his person. Upon speaking with him he was highly confused, had dilated pupils, was slurring his speech, and acting in a very perplexing manner, basically what would be labeled as tweaking making odd repetitive motions. He kept contorting his body and was constantly bending over at the waste like described above with no thought to what was happening with the police officers around often staring blankly as if looking through you with no comprehension as to what was being said. As a result of these manifestations and based on my training and experience it was determined that the subject was intoxicated on drugs.
After being detained and handcuffed with the cuffs behind his back which were also double locked, Mr. Shirah was read implied consent at which time he was requested to provide a blood sample. He was so confused that he was read implied consent twice and finally denied the blood draw.
Mr. Shirah was then arrested, searched, and placed in the back of my marked patrol vehicle, unit #38. He was cited for DUI less safe, driving with a suspended license, and impeding the flow of traffic.
After waiting for Swanson’s towing to arrive to tow his vehicle, he was transported to Henry County Jail without incident. He was offered the option of having someone come to pick up his vehicle but he stated he had no one to do so.
