On November 25, 2025, I, Officer Finley, was dispatched to 690 Marketplace Blvd., the Fairfield Inn hotel, in reference to a subject refusing to leave the property.
Upon arrival, I made contact with the caller, [WITNESS #1], the manager of the Fairfield Inn. [WITNESS #1] stated he had asked the female multiple times to leave, but she would not respond and only stared at him. He also reported that the female had approached a family, causing them to walk around her, and that she had previously been hanging on doors. [WITNESS #1] advised he wanted her removed from the property.
I attempted to speak with the female, who was later identified as Kristen Huguley. She did not respond to my verbal commands. I informed Kristen that she was required to leave the property at the request of management and that failure to do so would result in her arrest. She continued to stare silently and did not comply. [WITNESS #1] again asked Kristen to leave in our presence, and she still did not respond.
Kristen Huguley was then placed under arrest for Disorderly Conduct, subsection W. Handcuffs were applied behind her back, double-locked, and checked for proper fit. She was carrying a backpack and a purse, both of which were secured in the trunk of my patrol vehicle. Kristen was placed in the backseat of my patrol car. While on scene, I completed the arrest booking paperwork and issued her a city ordinance citation for Disorderly Conduct, subsection W.
Kristen Huguley was transported to the Henry County Jail without further incident. Upon arrival, jail staff refused to accept her backpack. The backpack was transported to the Locust Grove Police Department for safekeeping and secured in property locker #012.
[End of Narrative]
