On September 13th, 2025, at approximately 12:53pm, I responded to a call involving a male subject who was exposing himself in an indecent manner. The suspect was later identified as Lee Peters.
Upon arrival at the scene, I observed Lee sitting on the curb outside of Dollar Tree with a large white shirt covering one hand which was moving up and down where his genitals are located. Lee immediately began to lift up his pants which were well below his genital area.
While on scene, I introduced myself to Lee, who repeatedly stated that he did not want to get into trouble and expressed concerns about being arrested. Lee also mentioned that he did not have identification on his person. Lee was erratic, making several statements about wanting to leave the area and retrieve his money. Witness, [WITNESS #1], who was still at the scene, reported that Lee had exposed himself in public. [WITNESS #1] stated that Lee was mast*rbating on the curb in front of Dollar Tree, lifting his shirt exposing himself.
According to [WITNESS #1], a male witnessed who also witnessed the act, allegedly confronted Lee, instructing him to stop the behavior. After the male witness left, Lee allegedly resumed the indecent act. Based on the information provided by [WITNESS #1] and my observations upon my arrival, I detained Lee with my city issued hand cuffs, double locking, checked for proper fit and placed him in Ofc. Yoast patrol vehicle, until my investigation was completed. During this process, I confirmed Lee’s identity from Lee Peters verbal confirmation when he provided his name and date of birth, via GCIC and dispatch.
I informed Lee that he was being charged with disorderly conduct under subsection R for exposing his private parts in public in an indecent manner. A citation was issued with a court date set for January 20, 2026, at 9:00am.
Lee’s shopping cart, containing groceries and other items, was left in custody of the Dollar Tree store with the approval of the manager [REDACTED]. [REDACTED] agreed to hold the items temporarily, with one condition, that Lee would contact law enforcement to arrange for an escorted retrieval of his belongings. Lee was informed that he was criminally trespassed from the property at the request of the manager and could only return one time, under police escort, to retrieve his items. Lee was advised that any future unauthorized presence on the property would result in additional charges.
Lee was transported to the Henry County Jail by Ofc. Yoast.
