Upon my arrival, I made contact with the victim, [VICTIM #1], who pointed his wife, Michelle Arnold, out to me as I walked up. Arnold was asleep on the driveway, under her car, visibly intoxicated. Prior to law enforcement’s arrival, we were already aware that Arnold had warrants out for her arrest, so when we made contact with her, she was detained pending confirmation of those warrants.
Due to well established knowledge that Arnold will fight the police, not only was she handcuffed behind her back, but leg shackles were also applied. With those leg shackles, a belt was attached to them and then placed in between the patrol car door and it’s door seal. This was done to limit Arnold’s movement in the back of the vehicle as she is known to kick whatever she can while in the back of the car.
Once Arnold was placed in the rear of my patrol vehicle, I spoke with [VICTIM #1] (Arnold’s husband) who advised they had been a verbal argument up until Arnold attacked him with a plate and her fists. [VICTIM #1] advised they were arguing in their bedroom when Arnold all of a sudden threw her dinner plate at him. She then got off the bed she was on, punched [VICTIM #1] in the face with a closed, right fist and then shoved him into a door.
The plate caused a slightly swollen lip and being pushed into the door caused a small abrasion to [VICTIM #1]’s left arm. [VICTIM #1] did not need medical attention at that time. During this physical altercation two of the couple’s children were in the room, but only one was awake and witnessed the ordeal. She was asleep by the time we arrived.
After speaking to [VICTIM #1], I spoke to the witness, [WITNESS #1] (Arnold’s mother). [WITNESS #1] advised she did not see any of the physical altercation, but could hear them arguing in the bedroom. [WITNESS #1] claimed her daughter attacked her earlier this date with a knife, but they refused to call the police at that time because they didn’t want Arnold to go to jail.
While speaking to both parties, I observed two large bottles of liquor on the living room floor. Both were about half empty.
After speaking to both parties, Arnold was placed under arrest for the charges of (2) counts of Simple Battery-FV (OCGA 16-5-23), Simple Assault-FV (OCGA 16-5-20) and Cruelty to Children-3rd (OCGA 16-5-70).
