On 8/25/2025 I responded to the Red Roof Inn for a public disturbance. We were provided details that two hispanic males were causing a disturbance in the parking lot and that one of the males exposed his p*nis.

Upon arrival, Officer Flewellen was talking to Renaldo Medina. When I approached, I immediately detected the odor of an alcoholic beverage coming from his breath. When he spoke, his words were slurred and he fumbled around with phone. It was evident that he was extremely intoxicated. I handcuffed Medina to the rear and the cuffs were double locked then checked for proper fit.

Officer Flewellen went inside of the adjacent Holiday Inn to locate the other male involved and found, Mervin Alvarez-Estrada. When she exited the building, Alvarez-Estrada, was already handcuffed to the rear. Flewellen advised that he refused to identify himself. He was also very intoxicated and unsteady on his feet. He told Flewellen that he was not required to provide his identification. Alvarez-Estrada was heavily intoxicated in public and it was reported to police that he was part of the disturbance. I placed Alvarez-Estrada in the rear of my patrol unit. He was arrested for Disorderly Conduct, subsection “Q” in violation of Locust Grove City Ordinance.

According to the witness, [WITNESS #1], Renaldo Medina attempted to urinate on the ground beside his vehicle. His p*nis was exposed to [WITNESS #1] and at one point he placed his p*nis against the gas fill door of [WITNESS #1]’ vehicle. [WITNESS #1] said Medina was propped on the trunk of his car and would not stop touching it. [WITNESS #1] said Estrada put his hands on him several times after he told him to stop. This incident was captured on surveillance video from the Red Roof Inn. This video was provided to law enforcement and I uploaded it to Evidence.com. I arrested Medina for two counts of Disorderly Conduct. One count for violating subsection “Q”, appearing in an intoxicate state in a public area, and one for violation of subsection “R” for exposing his p*nis.

I transported both to the Henry County Jail and issued their citations.
