[NARRATIVE #1 on December 03, 2025]
Ms. Vivian Stephens [REDACTED BY AGENCY] committed the offense of Battery(FV) by throwing an empty bottle of a double shot of Fireball at the victim/husband’s, Mr. [VICTIM #1] [REDACTED BY AGENCY], head and causing a small laceration on his right eyebrow.
Ms. Vivian also committed the offense of Elder Abuse by causing Mr. [VICTIM #1], who is a disabled veteran and over the age of 65, a physical injury on his eyebrow during a domestic incident.
Ms. Vivian committed the offense of Terroristic Threats by telling the victim that she will hit him when they returned home.

[NARRATIVE #2 on December 03, 2025]
On December 3, 2025, at approximately 1433 hours, I, Officer J. Ruiz (#2138), was dispatched to assist Officer Mirville #2141 at the residence of ([300 BLOCK] Stallings DR) in McDonough, Henry County, Georgia, in reference to a domestic incident. Ofc Mirville took Vivian Stephens into custody for Battery (Family Violence) and related charges.
I assisted Ofc Mirville by transporting Ms. Stephens to the Henry County jail without incident. Warrants are being obtained for Ms. Stephens.

[NARRATIVE #3 on December 03, 2025]
On Wednesday, December 03, 2025 at approximately 1428 hours I, Ofc. A Mirville 2141, responded to [300 BLOCK] Stallings Dr., McDonough, Ga., 30252 in reference to a demented person. Upon my arrival I made contact with the victim/husband, Mr. [VICTIM #1] [REDACTED BY AGENCY], and later the wife/arrestee, Mrs. Vivian Brown [REDACTED BY AGENCY].
Once I arrived to the home Mr. [VICTIM #1] was waiting in his wheelchair at the base of the driveway to his residence. Mr. [VICTIM #1] advised that he had been struck in the head and pointed out a gash/laceration on his right eyebrow. I immediately began to inquire as to what happened. Mr. [VICTIM #1] stated that he was out with someone who he is not familiar with. Mr. [VICTIM #1] stated that the unknown person, later determined to be his wife, touched his chin which prompt him to grab a hold of her arm. Mr. [VICTIM #1] stated when they arrived home the unknown person threw a bottle at his head and gave him a laceration to his face.
In the past I have been out to this residence and worked incidents of domestic violence between Mr. [VICTIM #1] and his wife.
After speaking with Mr [VICTIM #1] I went into the opened garage and knocked on the door leading into the home in efforts of speaking with Mrs. Brown. Mrs. Brown answered the door and allowed me inside, where she began to advised what happened.
Mrs. Brown stated her and Mr. [VICTIM #1] went to a liquor store in Locust Grove then to the American Deli located at 936 Highway 81 E., McDonough, Ga., 30252. Mrs. Brown stated just as they left the American Deli, Mr. [VICTIM #1] began to lash out and stated “I’m gonna f*ck yo daughter,” to Mrs. Brown. Mrs. Brown advised she immediately got upset and raised her hand to strike him but Mr. [VICTIM #1] grabbed her arm.
Mrs. Brown stated she told Mr. [VICTIM #1] that she was going to hit him once they arrived at home. When they arrived home, Mrs. Brown advised that she threw a bottle at Mr. [VICTIM #1] as she was getting him out of the vehicle then went inside and made herself something to eat.
After speaking with Mrs. Brown Ofc. J Ruiz 2138 arrived on scene to assist. I determined based on what Mr. and Mrs. Brown stated that Mrs. Brown would be placed under arrest for domestic violence charges.
Before I placed Mrs. Brown in custody I began to look for someone to care for Mr. [VICTIM #1] due to him being a 74 year old severely disabled veteran. Mrs. Brown advised that Mr. [VICTIM #1] was diagnosed with schizophrenia and PTSD. Mrs. Brown also stated that due to Mr. [VICTIM #1] being wheelchair-bound, she has to assist him in moving around, using the restroom, feeding him, changing his clothes, and transporting him places.
Due to these disabling factors I contacted Ofc. Shields, who is his new case worker, to find any accommodations for him or temporary caregivers. Ofc. Shields suggested for me to reach out to nearby family members. Mrs. Brown advised she is the only person in Georgia that is related to and can take care of Mr. [VICTIM #1]. Ofc. Shields then advised to contact EMS for transportation to a nearby stabilization unit that can care for him.
I requested EMS for Mr. [VICTIM #1] and while they were en route I went back into the home where Ofc. Ruiz and Mrs. Brown was standing and advised her that she was being placed under arrest. I began to explain the reasons why, but she cut me off to retell her recollection of the incident.
Mrs. Brown stated that while in the vehicle on the way home Mr. [VICTIM #1] began saying egregious things; such as “I’m going to f*ck your daughter.” Mrs. Brown indicated that she raised her hand to strike him but stopped, and Mr. [VICTIM #1] I grabbed a hold of her arm. Mrs. Brown advised when they returned home she exited the vehicle and pulled Mr. [VICTIM #1]’s wheelchair to the passenger side front and when she opened the door, Mr. [VICTIM #1] threw an alcoholic beverage bottle at her. Mrs. Brown stated she picked the bottle up and threw it back at him then left him in the vehicle and went in the house to eat. Mrs. Brown stated she had no idea that Mr. [VICTIM #1] called 911 due to the fact he has no phone to use.
Shortly after receiving Mrs. Brown’s second verbal statement, I went back outside to interview Mr. [VICTIM #1] again. Mr. [VICTIM #1]’s recollection of the incident was consistent with the first time he advised. After speaking with him again I still determined that Mrs. Brown committed the offense of Battery (FV) due to admission of throwing a bottle that caused Mr. [VICTIM #1] to have a small laceration on his right eyebrow.
I also determined that Mrs. Brown admitted to threatening to hit Mr. [VICTIM #1], and due to these two charges and Mr. [VICTIM #1] being a 74 year old disabled veteran, I found probable cause to believe she also committed elderly abuse. Before I placed Mrs. Brown in handcuffs I advised her of her Miranda Rights and asked if she would answer any questions, and she advised no.
Due to Mrs. Browns physique and being nonviolent, I placed handcuffs on her wrists in front of her, checked them for fit, and double locked them.
A few minutes went by and EMS arrived on scene. They assessed Mr. [VICTIM #1]’s head injury and current mental status, but could not transport him. EMT’s advised that they could not transport a patient anywhere but to Piedmont Henry Hospital. EMT’s also advised that Mr. [VICTIM #1] was currently coherent enough to decide whether or not to be transported to the hospital and refused. After which they went back in-service.
Next, I called Ofc. Shields back to find an alternative care solution but it was determined by her and her supervisors to leave Mr. [VICTIM #1] in the home by himself until the next day where Ofc. Shields would do a welfare check on him.
Finally Mrs. Brown was escorted to Ofc. Ruiz’s patrol vehicle. She was searched then placed in the rear seat. Mrs. Brown was then transported to the Henry County jail and turned over to the booking officers for processing.

A warrant application was submitted and is awaiting judicial approval.

On Thursday, December 04, 2025 at approximately 0952 hours I, Ofc. A Mirville 2141, swore to the arrest warrant application for Mrs. Vivian Brown [REDACTED BY AGENCY]. The warrant was approved and issued by Henry County Magistrate Judge Flora for all charges listed.
