On 02/15/2025, I, Ofc. Hess, was dispatched to Walmart located at 2720 Watson Blvd. in reference to a vehicle vs pedestrian. Upon my arrival, I observed the victim, [VICTIM #1], on a bench inside the business with blood on the side of her face and a laceration on her right temple.

I asked Mrs. [VICTIM #1] what happened and she advised a vehicle had stuck her while she was crossing the pedestrian crosswalk.

I made contact with loss prevention on scene and they were able to let me view the video of the incident.

In the video I observed a red Ford Edge stopped in the crosswalk facing West. Ms. [VICTIM #1] can be seen approaching the crosswalk from the North. She proceeds West through the crosswalk and the vehicle then slowly accelerates, striking Ms. [VICTIM #1], causing her to fall down. The vehicle did not appear to move more than one foot.

The driver, Ann Spencer, then exits the vehicle and proceeds to assist Ms. [VICTIM #1] to her feet, they then walk inside. Ms. Spencer checks the welfare of Ms. [VICTIM #1] then Ms. Spencer gets in her vehicle and leaves the area.

I checked the tag provided by loss prevention on FLOCK and [REDACTED BY AGENCY]. A BOLO was placed on the vehicle.

Peach County deputies were able to make contact with the vehicle and Ms. Spencer. Ms. Spencer advised she did not see Ms. [VICTIM #1] crossing. She advised when she hit her, she checked welfare and got her inside to sit down. Once the police were being called, she got scared and left the scene. They advised the vehicle had no visible damage.

I will be meeting with a judge on the next available date to seek a warrant for hit and run.

A CD with video evidence will be submitted in to property.
