On October 10th, 2026, at 2142 hours, I Deputy Thompson got out with a disabled vehicle at the intersection of Highway 41 and Todd Road. As I came to a stop, I observed a distressed male, later identified as Jeffrey Meservy, on the phone standing in the rain. I made contact with him, he advised the following:
Himself, his girlfriend, later identified Anna Johnston, and his cousin, later identified as [WITNESS #1], where on their way to a friends house just down the road from this location. He was upset due to Anna driving them around with alcohol in her system. Jeffrey feeling this way caused him and Anna to argue and ultimately pull the vehicle to the shoulder. At the time of my arrival, he was on the phone with a friend asking them to come pick the three of them up so that Anna would not have to drive any further.
I then spoke with Anna, She advised the following:
She and Jeffrey had been in an argument simply over which GPS route to take. She wanted to take back roads while Jeffrey wanted to take the interstate.
I then asked Anna to step out of the vehicle while I continued to investigate the incident. She continued to advise that the argument was strictly due to the GPS routes.
While speaking with Anna, I observed she had slurred speech.
Jeffrey provided my back up, Officer Hunter with the Perry Police Department, his driver’s license. Officer Hunter ran Jeffreys information through dispatch, it returned showing that he had a warrant out of Bibb County. We detained Jeffrey by placing him into handcuffs to the rear, double locked and checked for fit. while we waited for the warrant’s confirmation.
While we waited for the warrants confirmation, I returned to the vehicle and spoke with [WITNESS #1], she advised the following:
She confirmed Annas statements that the argument was over the GPS routes. I asked [WITNESS #1] if Anna recently had anything to drink, she advised that Anna had a shot of an alcoholic beverage approximately an hour prior to this incident.
While speaking with [WITNESS #1], I noticed a strong odor of alcohol emitting from the vehicle.
Dispatch confirmed that the Jeffreys warrant was valid.
I then continued to speak with Anna, asking if she had any alcoholic beverages that night. Anna stated she did not and began speaking of the argument again. She continued to have slurred speech during our conversation. Additionally, She was slightly unsteady on her feet. While continuing to speak with Anna, as the rain fall began to stop, I noticed the odor of alcohol emitting from Annas persons.
I asked Anna if she was willing to perform the Standard Field Sobriety Tests (SFSTs), she advised she was.
Before starting the test, I asked Anna if she had any recent head injuries, issues with her eyes, and any issues with body that would affect her from walking in a straight line or standing on one leg. She advised that she wears glasses. She further advised that she has dwarfism, and due to that she had issues with her back.
I observed the following clues during the SFSTs:
Horizontal gaze nystagmus:
- Lack of smooth pursuit, both left and right eyes
- Distinct and sustain nystagmus at maximum deviation, both left and right eyes
- On set Nystagmus prior to 45 degrees, both left and right eyes
I did not observe any clues from the vertical gaze nystagmus.
Walk and Turn:
- misses heal to toe
- Uses arms for balance
- Improper Turn
One Leg Stand:
- Sways while balancing
- puts foot down
Though it is not a clue, she stopped the One Leg Stand before being told too. Additionally, while performing the One Leg Stand, she had her hands on her hips and lifted her foot more than 6 inches from the ground.
At that point I asked Anna to blow into my preliminary breath test (PBT). The PBT indicated the presence of alcohol in Annas system (displaying a BAC of 0.139).
I then took Anna into custody, placing her into hand cuffs to the rear, double locked and checked for fit.
I read Anna the Implied Consent Notice for Suspects age 21 or Over, which she agreed to.
I performed a search incident to arrest before transporting Anna to the Houston County Detention Center.
Upon our arrival to detention center, Annas blood was drawn for evidence.
I then booked Anna into the detention center for O.C.G.A. 40-6-341 Driving While Under the Influence.
Jeffery was taken into custody by Officer Hunter and transported to the detention center for his warrant.
Deputy West remained on scene and ensured [WITNESS #1] was safe to drive the vehicle before turning it over to her to drive to the friends house.
After booking Anna into detention center, I transported her blood to the Houston County Sheriffs Office and entered it in for testing.
