On October 14, 2025, I, Officer Hill, along with Corporal Ewing, of the Centerville Police Department, was dispatched to [REDACTED BY AGENCY] in reference to a possible physical domestic dispute involving a juvenile and her father.

While en route, dispatch advised the juvenile caller would be located at [REDACTED BY AGENCY].

Upon arrival at [REDACTED BY AGENCY] officers made contact with the complainant, hereafter referred to as Juvenile One, who was visibly hysterical. After calming her, Juvenile One reported a physical altercation had occurred between her and her father, identified as [REDACTED BY AGENCY].

Juvenile One stated the incident stemmed from a verbal argument the night prior between her and her brother, Bonnie Hawkins. She explained during a discussion with [REDACTED BY AGENCY], she exhibited an attitude, which allegedly escalated into a physical altercation. She claimed while she was in her aunt’s bedroom, [REDACTED BY AGENCY] got on top of her, pinned her to the floor, and began choking her.

While still on scene at [REDACTED BY AGENCY], officers conducted a physical examination of Juvenile One, to identify any signs of injury. No visible bruising, scratches, or abrasions were observed at that time.

Contact was then made with Bonnie Hawkins, who confirmed [REDACTED BY AGENCY] had arrived home, upset regarding the previous night’s argument. He stated Juvenile One displayed a negative attitude, and that after she went into the bedroom, a physical altercation ensued. When asked directly, [REDACTED BY AGENCY] stated he did witness [REDACTED BY AGENCY] choking Juvenile One.

Officers then proceeded to [REDACTED BY AGENCY] to continue the investigation. Three adult witnesses were interviewed at that location. All advised to officers, they did not witness any choking incident. Officers were also informed, [REDACTED BY AGENCY] had left the residence on foot.

[REDACTED BY AGENCY] was located a short time later and interviewed. He denied choking Juvenile One. During this conversation, officers observed fresh scratch marks on [REDACTED BY AGENCY] neck. When questioned, [REDACTED BY AGENCY] stated Juvenile One had scratched him and grabbed his shirt during the incident.

By this time, Officers Ussery and Greene arrived on scene and were briefed on the details of the investigation.

Based on the totality of the information obtained, officers determined there was insufficient probable cause to affect an arrest, in connection with the initial domestic incident.

Juvenile One and Mr. Bonnie Hawkins were advised of the officers’ findings. Both parties were dissatisfied with the outcome and began yelling at officers in public view. In an effort to de-escalate the situation, I asked Mr. Bonnie to leave the immediate area. He complied but remained nearby, speaking on the phone.

After Juvenile One also departed, officers remained on scene briefly, to discuss the incident. While all officers were present, Officer Ussery was heard stating “Step up” twice. Immediately following this, [REDACTED BY AGENCY] began yelling at Officer Ussery, stating he had “stepped up” and that he “would swing.” Mr. Hawkins then rapidly approached Officer Ussery in a threatening manner, swinging his arms and clapping his hands together.

Officer Ussery repeatedly asked Mr. Hawkins, if he wanted to go to jail, while I questioned Hawkins about his statement regarding “swinging.” Hawkins continued to yell profanities at officers, while standing in the street, in view of several neighbors and his grandmother.

As I turned to consult with a superior officer regarding a potential arrest, I observed Officer Greene approach Hawkins. Upon seeing Officer Greene, Hawkins began taking rapid steps backward and raised his hands – behavior consistent with resistance. This action was later admitted by Hawkins on in-car camera footage.

Hawkins was then detained and placed in handcuffs, behind his back. Handcuffs were checked for fit and double-locked. A search of Hawkins’ person yielded no illegal items; however, a black and green electronic tobacco vape, was located in the front pocket of his black hoodie, by Officer Greene.

Hawkins was transported to the Houston County Detention Center without incident. Upon arrival, he was turned over to jail staff and formally booked on the following charges: Disorderly Conduct, Obstruction of Law Enforcement, Prohibited Acts – Possession by Juvenile Participation in Criminal Gang Activity.

During interactions with Hawkins, he was heard stating, “On my Crip,” which officers believe referenced a known criminal street gang, indicating possible gang affiliation. The exact timing and frequency of this statement could not be definitively determined.
