Officer’s Narrative:

On 11/11/2025 at approximately 1717 hours, I, Deputy D. Stephens, of the Houston County Sheriff’s Office, along with Deputy Z. Bolinger and Deputy I. Casey, was dispatched to Interstate 75 N in the area of Mile Marker 131 for a domestic on the side of the interstate. Central Dispatch advised that the female caller, later identified as [VICTIM #1], was hysterical on the phone, and they could hear crying children in the background.
While en route to the area, I was traveling south, and I observed a white male, later identified as Cody Quick, walking north along the side of Interstate 75 near the white fog line, away from a red Chevrolet truck later found to be [VICTIM #1]’s truck (TN License plate [REDACTED BY AGENCY]).
Before our arrival, Central Dispatch advised that [VICTIM #1] had left the scene to get off the interstate and get away from Cody. She stopped at 301 AG Village Blvd in Perry, Georgia (Stripling’s General Store) to meet with law enforcement.
Upon arrival at the scene, Deputy Bolinger and I observed Cody walking north, still, but he was walking into a ditch. I called out to him to stop, and he complied. He then walked toward us to speak with us.
Once he was near, I could smell the odor of an alcoholic beverage coming from his person, and I asked if he had anything to drink that day, and he advised that he had. We also asked him why we were called to the area, and Cody stated, “Why don’t you ask her?” While listening to Cody speak, I could tell he was slurring his speech, and his eyes were watery and bloodshot.
After briefly speaking with Cody on the side of the interstate, Deputy Bolinger and I detained him in two sets of handcuffs. Upon doing so, we had Cody put his hands behind his back and secured the handcuffs on his wrists. Once this task was complete, we checked them for fit and double-locked them for safety.
Once Cody was handcuffed, he was escorted to the back seat of my patrol car to be transported off the interstate to Stripling’s.
Upon arrival at Stripling’s, I opened the car door where Cody was sitting and spoke with him again to advise him of his Miranda Rights. While doing this action, Deputy Bolinger spoke with [VICTIM #1]. His interview will be recorded in a supplement to this report. After finishing his Miranda Advisement, Cody stated that he understood, and he had nothing to say to us. After he made this statement, I understood it as him invoking his 5th Amendment right to remain silent, so I refrained from asking him further questions and closed the door.
After finishing with Cody, I spoke with [VICTIM #1], who had her two children, [REDACTED BY AGENCY] with her. [VICTIM #1] was distraught and crying over the incident. When asked to explain what happened, [VICTIM #1] stated that they were driving North from Florida when they started talking about Cody going to rehab for his drinking because he had been drinking a lot, and he had even been drinking since about 0700 earlier that morning. Upon hearing this, an argument ensued, and then [REDACTED BY AGENCY] told Cody that she loved him.
After this statement from [REDACTED BY AGENCY] Cody yelled at her to “shut up,” according to [VICTIM #1]’s written statement. When Cody yelled at [REDACTED BY AGENCY], [VICTIM #1] told him not to talk to her like that. After she told this to Cody, [VICTIM #1] called his mom to see if she would pick him up from Alabama, their final destination, and she refused. While [VICTIM #1] was on the phone, she stated that Cody punched her in the face and indicated that he punched her on the right side of her chin. While on scene, I observed a red mark on her chin but was unable to determine if it was from a punch or from her consistently rubbing the area.
After Cody punched [VICTIM #1], she stated that he told her that he would kill her, ripped the keys out of the ignition while the vehicle was driving approximately 65 mph, and threw them on the dashboard. At this point, [VICTIM #1] stated that she was “swerving all over the road, and my kids were screaming.” [VICTIM #1] was then asked if she was scared for her life, and she stated she was.
Once this took place, the vehicle stopped, and [VICTIM #1] was able to get it to the shoulder of the road. Once the truck was on the shoulder, [VICTIM #1] got out of the truck, and so did Cody. [VICTIM #1] stated that when Cody got out of the truck, he tried to slash the tires. When asked what he used to make this attempt, [VICTIM #1] was unable to tell but stated that he removed the unknown object from the toolbox. There was no evidence at the scene to indicate that the tires were slashed.
While talking with [VICTIM #1], she stated that she was leaving Florida because she had sold her camper to get away from Cody, because he was abusive and an alcoholic. In her written statement, she said, “he has a history of violence and alcohol and needs help.” [VICTIM #1] went on to say that she was trying to leave Cody without his knowledge, but he found out and got in the truck with her.
After speaking with [VICTIM #1], I returned to my patrol car to advise Cody that he was under arrest.
I placed Cody under arrest for three counts of OCGA 16-5-21 (Aggravated Assault Family Violence) due to his willful actions of taking the keys out of the ignition of a moving vehicle on the interstate with the intent to murder or seriously injure [VICTIM #1], [REDACTED BY AGENCY] after stating that he would kill [VICTIM #1], thus putting her in fear for her and her children’s lives.
He was charged with one count of OCGA 16-5-70(b) (Cruelty to Children in the First Degree) for his aggravated assault on the three victims in the vehicle in the presence of [REDACTED BY AGENCY]. He was also charged with OCGA 16-5-70(d) for his aggravated assault on the three victims in the presence of [REDACTED BY AGENCY].
Cody was then charged with OCGA 16-5-23 (Simple Battery) for punching Biranna in the face. Cody was also charged with OCGA 40-6-95 (Pedestrian Under the Influence of Alcohol) for being intoxicated on the side of the interstate. He was also charged with OCGA 40-6-96 (Pedestrian on or Along the Roadway) for observing Cody walk along the side of the interstate near the white fog line.
Cody was the transported to the Houston County Detention Center for further processing without incident.
Upon arrival at the detention center, I filled out the necessary paperwork for Cody’s admission, and, upon approval of said paperwork, Cody was turned over to the detention staff for further processing.
Warrants were sought for these charges.
