On July 13th, 2026 at around 1714 hours, I, Ofc. S. Owusu was dispatched to the Emory Hospital Emergency Room in Perry in reference to an already-occurred domestic violence incident at [REDACTED]. Upon arrival at the hospital, I made contact with the reporting party, later identified as Ms. [WITNESS #1], the registered nurse attending to the victim.

She advised she had a patient at the ER who told her she had been assaulted by her boyfriend at the Pointe Grand Apartment in Byron in the early hours of this date. She told me the patient had sustained visible injuries to her person and had come to the ER to seek medical attention. She called 911 to report the domestic situation as required by law.

I made contact with the patient, identified as Ms. [VICTIM #1], at the ER and she advised she had been assaulted by her boyfriend and father of her child, Mr. Delquez Hill, at about 0138 hours on this date while she slept in her apartment number [REDACTED] at the Pointe Grand Apartment Complex in Byron. She explained her boyfriend had seen on her phone that she had been talking to another male and he became upset and punched her in the face while she was still asleep. She stated the impact of the blow to her face woke her up, confused, and while she was still trying to figure out what was going on, she said Mr. Hill kept punching her in the face at least 5 or 6 times.

She said she escaped from the bedroom to the bathroom to be away from him while he kept screaming at her. When asked where their infant child was during the incident, she responded her son was in the room and witnessed his father put his hands on her. A quick visual examination revealed visible swollen face, lips, and a bloody cut to the inside of her lips. She also complained of severe headache, pains to her elbows and knees, and toothache (possibly one of her lower teeth about to come off). I took pictures of her injuries and uploaded them to RMS.

I issued her with a case number and advised on when and how to get a copy of this report. I explained to her the State of GA prosecutes all family violence cases as she told me she did not want to press charges. I also informed her to call 911 immediately if she feels her life and that of her child is in danger. All efforts to make contact with Mr. Hill to get his account of the incident, proved futile. I will be seeking warrants on Mr. Delquez Hill on Battery-Family Violence and Cruelty Towards a Child – 3rd Degree, charges.
