On 06/24/2023 at about 0105 hrs. I, Ofc. Roberson, was dispatched to [200 BLOCK] Evergreen St. in reference to a hit and run. Upon arrival I met with Ms. [VICTIM #1], victim. She stated she was inside her vehicle while it was parked on the side of the roadway in front of the residence at this location. She stated while she was waiting for her family member, her vehicle was struck.

According to Ms. [VICTIM #1], a yellow in color van with a ladder on top of the vehicle struck the front bumper of her vehicle, ripping it off of the vehicle. The vehicle left the scene last seen traveling west on Evergreen St. I collected the information from Ms. [VICTIM #1] and looked at the damage to the vehicle. Her vehicle, a black in color Honda Accord, was struck on the drivers side of the front bumper. There were rub marks on the quarter panel of the vehicle. I left the scene to look for the suspect vehicle as it was described to frequent the area.

The suspect vehicle was found parked at [300 BLOCK] Evergreen St. with the keys still in the ignition. The vehicle was still emitting heat from the engine bay of the vehicle which could be felt when the vehicle was approached and without touching the vehicle. On the front passenger side of the front bumper, I located black in color paint transfer. The area where the paint transfer was located was consistent with the height of the collision between both vehicles.

Sgt. Hill and I attempted contact at the front door of the residence. I met with Ms. [WITNESS #1], the spouse of the offender, Erick Palcios-Garcia. Due to a language barrier, I called for Ofc. Garcia to respond. While I waited for his arrival, Ms. [WITNESS #1] used her phone to translate a statement. She advised her husband returned home shortly before we arrived highly intoxicated. She stated she could not wake him up.

Ofc. Garcia arrived on scene and spoke with Ms. [WITNESS #1]. He confirmed her statement made to this officer during the conversation. Because of said statement, I asked if EMS was needed for her husband. She stated no. The conversation continued and Ms. [WITNESS #1] advised Mr. Palacios-Garcia was in the room. She allowed us to enter the residence where we attempted contact. We were not able to wake Mr. Palacios-Garcia. She provided this officer with the information for Ms. Palacios-Garcia. She was advised he would have to turn himself in when the warrants for his arrest were completed.

I will secure warrants for Mr. Palacios-Garcia for Hit and Run as well as Driving Unlicensed.
