On Wednesday, February 26th, 2025, I Deputy Ramsey of the Houston County Sheriff’s Office Patrol Division was in full uniform with all badges and devices displayed. I was in my assigned marked patrol vehicle (883).

At approximately 2047 hours, I was observing traffic traveling on Elberta Rd in Warner Robins. I observed a 1993 Beige Toyota Corolla/ Ga Tag: [REDACTED BY AGENCY] traveling east on Elberta Rd with heavily tinted windows.

I conducted a traffic stop on the vehicle by activating my emergency equipment (lights and sirens) and we came to a final stop on Elberta Rd at the intersection of Bruce St. The driver (suspect) Charles Jones immediately stepped out of the driver side of the vehicle. I ordered Charles numerous times to enter back into the vehicle, but he refused my commands.

I began to approach Charles, and he immediately began to flee from me on foot. I radioed to 911-dispatch that I had a subject running from me and gave his description as a black male, standing 5’11, weighing 160 pounds, wearing a gray beanie, black shirt, gray shorts and green socks.

I continued to pursue Charles down W Imperial Circle, and we ran down Kingsnoll Dr where Charles ran behind [100 BLOCK] Kingsnoll. I cleared the backyard and observed damage to the fence in the backyard which appeared to be caused by Charles jumping the fence. I radioed to 911-dispatch the subject jumped the fence and possibly could be heading back to Elberta Rd.

The surrounding the area was searched but Charles could not be located.

The owner of the vehicle (suspect) Jalakkia Scott was contacted via 911-dispatch and was asked if she knew who had her car. Jalakkia said her car was stolen from her job place at 1501 Watson Blvd (Waffle House). Jalakkia told 911-dispatch she just clocked in for work and saw someone get into her car and drive away. Jalakkia said she had no idea who was in possession of her car.

During the inventory of the vehicle, a receipt from Flint Energies was obtained. The name on the receipt was Charles Jones. Using previous mugshots, I was able to determine Charles was indeed the subject I was chasing. I ran Charles information through 911-dispatch and was advised he had a suspended driver’s license.

Utilizing Facebook, I looked up Jalakkia’s profile and found a picture posted with Charles posted on Tuesday, February 25th, 2025.

Based on these items obtained, I determine Jalakkia fully knew Charles was in possession of her vehicle.

I drove to Jalakkia’s place of employment to interview her.

Once on scene I began to interview Jalakkia. Jalakkia told me she clocked into her job at approximately 2040 hours. Jalakkia said she left her keys in her vehicle while she was inside her job. Shortly after clocking in Jalakkia said someone got into her vehicle and drove away. Jalakkia said she had no idea who got into her car and she said whoever was driving it had stolen it. Jalakkia put all the information she told me on a statement form and signed it.

Based on my observations and statements made on scene I will be obtaining warrants against Charles for violations of O.C.G.A. 16-10-24 Obstruction of Law Enforcement and O.C.G.A. 40-5-121 Driving while license suspended.

I will be obtaining warrants against Jalakkia for violations of O.C.G.A. 16-10-24 Obstruction of Law Enforcement, O.C.G.A. 16-10-20 False statements and writing, O.C.G.A. 16-10-26 False report of a crime.
