On 11/10/2025 at approximately 1603hrs., I, Ofc. S. Bish, responded to 109 Latham Dr., in reference to shots fired with a reported person struck. In accordance with state law and department policy, I advised Dispach I would be enroute with my emergency lights and sirens activated.

Ofc. Wojtal and I arrived on scene together and were pointed toward the back of apartment [REDACTED] by citizens on scene. We were able to then locate the victim, Mr. [VICTIM #1], laying on the ground behind apartment [REDACTED]. After assessing Mr. [VICTIM #1], Officers were able to locate a single gun shot entrance wound to the front of the left side of his hip. Due to the location, a tourniquet was unable to be applied. Gauze was then placed on the wound and pressure held until Fire and EMS arrived.

While waiting on medical personell to arrive, Mr. [VICTIM #1] was asked what happened. He advised he did not know who shot him. He advised all he knew was that he stepped out of his car in front of his apartment when he was shot. Mr. [VICTIM #1] advised he then ran away and called 911. EMS and Fire personell took over care of Mr. [VICTIM #1] upon their arrival. During this interaction with Mr. [VICTIM #1], his phone was collected and handed to Capt. Styles to be turned over to the responding detective.

Once Mr. [VICTIM #1] was loaded into the ambulance, I followed the ambulance to I then stayed with Mr. [VICTIM #1] through his initial assessment by the hospital and placed into room EC21. Det. Thompson arrived on scene shortly after and began speaking with Mr. [VICTIM #1]. I then took possession of the sweatshirt and pair of shoes he was wearing during the incident and turned them in to the Property Division as evidence.
