On Friday, November 14, 2025, at approximately 1324 hours, I, Corporal Dixon with the Houston County Sheriff’s Office and assigned to Win Academy as a School Resource Officer was contacted via radio by our Physical Education teacher, Dr. [WITNESS #1], and asked to be en-route to the gymnasium in reference to an irate student.
Information:
Prior to my arrival, Dr. [WITNESS #1] advised [REDACTED BY AGENCY] (14 yoa & 9th grade) had become extremely irate and was now banging on the gymnasium doors. As I arrived on scene, I met with [REDACTED BY AGENCY] in the lobby area of the gymnasium and asked what was going on. [REDACTED BY AGENCY] at this time did not wish to talk. In attempt to calm him down and de-escalate the situation, I escorted [REDACTED BY AGENCY] away from the gymnasium and sat him down outside near the front entrance of the school.
While outside with [REDACTED BY AGENCY], Dr. [WITNESS #1] contacted me again, via radio, and advised there was another student inside the gymnasium being irate and trying to fight. I then proceeded back towards the gymnasium where I met with Dr. [WITNESS #1] who advised [REDACTED BY AGENCY] (16 yoa & 10th grade) was now outside in the breezeway and that she had become aggressive towards another student.
In the midst of speaking to Dr. [WITNESS #1], [REDACTED BY AGENCY] loudly interrupted our conversation and began yelling in an aggressive tone towards Dr. [WITNESS #1]. I then intervened and ordered [REDACTED BY AGENCY] to step away and begin walking back towards the main building. While doing so, [REDACTED BY AGENCY] continued yelling and screaming obscenities while still in the presence of her classmates. Before allowing [REDACTED BY AGENCY] to gain entry into the main building, I informed her that she at first needed to calm down. We stood there for a few minutes but unfortunately, [REDACTED BY AGENCY] was still in a state of anger.
Due to her class needing to enter the building, I escorted [REDACTED BY AGENCY] inside and guided her directly towards the front entrance and ordered her to remain seated outside. Here I stood by with [REDACTED BY AGENCY] and began speaking to her about her behavior. [REDACTED BY AGENCY] explained that she has anger issues and that she reacted towards Dr. [WITNESS #1] in that manner because of how Dr. [WITNESS #1] had spoken to her.
After speaking to [REDACTED BY AGENCY], I traveled back inside the building to ensure that the rest of her peers returned back to their classroom safely. While monitoring Dr. [WITNESS #1]’s class who were now walking down the hallway, I could still hear loud talking coming from the entire class. Both Dr. [WITNESS #1] and Dr. [WITNESS #2], Principal of Win Academy, ordered the class to stop talking. Dr. [WITNESS #2] repeated these commands multiple times to the entire class and stated next person to talk, needs to step out of line.
Joedan Strong (18 yoa & 12th grade) continued on talking after being told to stop and was ordered to step out of line by Dr. [WITNESS #2]. After being ordered to step out of line, Joedan immediately became upset and began raising his voice towards Dr. [WITNESS #2]. As Joedan was walking towards Dr. [WITNESS #2], he was heard using profanity. After hearing the obscene language, Dr. [WITNESS #2] ordered Joedan to remove his self and go towards the front office. Joedan at this refused and stated he was not going anywhere.
After seeing Joedan refusing to move, I stepped in and ordered Joedan to come with me towards the front office. Joedan then complied and began walking with me. While walking, Joedan continued to yell and used profanity in the hallways where as he stated “man f*ck this sh*t” “f*ck her”. I then ordered Joedan to refrain from using profanity in the hallways and to lower his voice. Joedan still did not calm down and continued yelling obscenities. Joedan was then escorted out of the building where he remained outside and took a seat.
I later received more information in regards to [REDACTED BY AGENCY]’s outburst and found that he made a derogatory statement around his peers where he stated “f*ck me in the a*s”. From there a verbal altercation commenced with other students which then lead to [REDACTED BY AGENCY] having a disruptive outburst.
Conclusion:
Based on the testimonies of the parties involved, at this time I find [REDACTED BY AGENCY], [REDACTED BY AGENCY], and Joedan Strong to all have committed the offense of Disorderly Conduct when they each placed other student’s safety here at Win Academy in danger from their threatening actions and disruptive behavior. I also find [REDACTED BY AGENCY], [REDACTED BY AGENCY], and Joedan Strong to all have committed the offense of Disrupting a Public School when they each knowingly disrupted the public school environment by causing a disturbance in the gymnasium and hallway.
Due to [REDACTED BY AGENCY] and [REDACTED BY AGENCY] both being juveniles, I am requesting they both be charged with Disorderly Conduct and Disrupting a Public School.
After discovering Joedan Strong was 18 years of age, I returned back outside where Joedan was located and placed him under arrest. Joedan was handcuffed behind his back. The handcuffs were double-locked and checked for proper fitting. Joedan was also searched incident to arrest. No illegal weapons or contraband was found on his persons at this time. Joedan was transferred to the rear seat of my patrol vehicle where he was secured until the arrival of a transport unit.
Sergeant Farris later arrived on scene and took custody of Joedan. Joedan was transported to the Houston County Detention Center located in Perry, Georgia where he was turned over to the jail staff for intake.
Warrants listed against Joedan Strong for Disorderly Conduct and Disruption of a Public School will be sought with the Houston County Magistrate Court Judge on Friday, November 14, 2025.
