Officer’s Narrative:

On 01/08/2026 at about 2239 hours, I, Officer Farmer, was dispatched to [300 BLOCK] King Richard Dr in reference to an aggravated assault. I arrived on scene to observe Officer Wilson and Mr. [VICTIM #1] carrying Mr. [VICTIM #1]’s girlfriend, Ms. [VICTIM #2], from the residence and down behind patrol cars on scene. I observed Ms. [VICTIM #2] to have an about five inch slash to the left flank of her abdomen.

Ms. [VICTIM #2] was conscious, able to hold pressure on her wound, but having a panic attack. I applied pressure to Ms. [VICTIM #2]’s wound until EMS arrived on scene and transported her to [REDACTED BY AGENCY]. Ms. [VICTIM #2] stated the man who cut her was still inside the house with his girlfriend [REDACTED BY AGENCY]. I collected a blood stained white t-shirt, which [VICTIM #2] had been wearing earlier in the night, from the roadway. The shirt had been used by [VICTIM #1] to control [VICTIM #2]’s bleeding.

Officers on scene established a perimeter and attempted contact with the individuals inside the residence. I spoke to [VICTIM #1] and he stated he had been inside the home when Ms. [WITNESS #1] had passed out and then woke up. [WITNESS #1] and her boyfriend, Mr. Joshua Phillips, then argued. Joshua got a knife and told everyone to leave. [VICTIM #1] walked out to the yard and Joshua screamed at [VICTIM #2] to leave. [VICTIM #1] entered the house again to get [VICTIM #2].

Joshua swung at [VICTIM #1] with a silver box cutter, but missed. [VICTIM #1] punched Joshua and knocked him back before [VICTIM #2] stepped between [VICTIM #1] and Joshua. Joshua swung the box cutter and cut [VICTIM #2]. [WITNESS #1] screamed [VICTIM #2]’s name and [VICTIM #2], observing her injury, fell to the ground. [VICTIM #1] grabbed [VICTIM #2] and pulled her out the door and called 911. [VICTIM #1] stated the knife had been somewhere in the kitchen and, at some point, [WITNESS #1] had stopped Joshua from getting a handgun located on a hallway shelf.

I departed the scene and arrived to [REDACTED BY AGENCY] Macon Hospital on 01/09/2026 at about 0005 hours to interview [VICTIM #2]. I observed her injury to have already been stapled closed. I took two photos of her injury which were later uploaded to RMS. [VICTIM #2] stated Joshua, whom she considered a brother and had resided with for about a year when she was sixteen, had called her and asked if she wanted to drink with him and [WITNESS #1].

[VICTIM #1] dropped her off and Joshua told her he had already had twenty one shots of Evan Williams whiskey. Joshua then told [VICTIM #2] he was fitting to get her f*cked up so they could f*ck. [VICTIM #2] told Joshua she no longer liked white men and became uncomfortable. [WITNESS #1] arrived home shortly later and was upset Joshua had another woman in the house and she didn’t know about it. [WITNESS #1] and Joshua argued. [WITNESS #1] and [VICTIM #2] then consumed about ten shots of alcohol each.

[VICTIM #2] advised Joshua then passed out for a while, woke up, and repeatedly asked her to suck his d*ck. [WITNESS #1] slapped Joshua. Joshua then grabbed [VICTIM #2]’s butt and attempted to grab her breasts. [VICTIM #2] told Joshua if he kept touching her she would punch him in the throat. Joshua put [VICTIM #2] in a rear naked type chokehold for about five seconds before she slapped him in the t*sticles to get him to let go.

[VICTIM #2] advised someone had called law enforcement to the residence. Joshua apologized and everyone told the police nothing was going on. Joshua returned inside the home and [WITNESS #1] began to freak out as she believed the police were circling the neighborhood and going to arrest Joshua on a warrant. [WITNESS #1] fell and hit her head. Joshua became upset and told [VICTIM #1] and [VICTIM #2] to leave. [VICTIM #1] was outside but returned at [VICTIM #2]’s request to take care of [WITNESS #1]. [VICTIM #1] put [WITNESS #1] on her side and she began to recover. Joshua was in the back yard area, but came back inside and tried pushing [VICTIM #2] and [VICTIM #1] out.

[WITNESS #1] became upset and attempted to attack Joshua, but [VICTIM #2] held [WITNESS #1] back. [WITNESS #1] threw a dish rack and plate at Joshua. Joshua became upset that [WITNESS #1] wanted [VICTIM #2] to take care of her. [VICTIM #2] stated the next thing she recalled was being pulled from the house by [VICTIM #1]. [WITNESS #1] begged for [VICTIM #1] not to call the police because of Joshua’s warrant. I collected [VICTIM #2]’s bra, panties, pajama pants and shoes which were logged into evidence along with her t-shirt and placed into locker one.
