On 10-12-25, while working a detail at the GA National Fair, I was flagged down by a white female. she stated there was a female that seemed to be “passed out” on the bleachers by the pig racing exhibit. Sgt. J. Harper and I responded and met with who appeared to be a bi-racial female. She was sitting up and talking to the other witnesses upon arrival.

When I approached the female, she was clearly unsure of where she was and how she had gotten to the particular location. I began asking her simple questions, such as if she was ok, and what her name was. Her speech was slurred and she was unclear on how she had gotten to where she was. She told me “I ain’t gonna lie, I been drinkin.’ She then said the last thing she remembered was being with her friends and didn’t know where they were. I also noticed her knees were bloody, but she did not know what caused the injuries. A strong odor of an alcoholic beverage was also emitting from her person.

I then asked for her name, to which she responded Kianna Brown. I asked Kianna if she knew her friends’ names. Kianna then mumbled some incoherent words. I asked if she had any ID. She then stood up and asked me if I could see anywhere she could be carrying any ID as she had no pockets on her outfit. I then asked “control” if there were any BOLOS for a Kianna subject. I was advised there was not.

When I asked Kianna if she knew her friends’ phone numbers she could not. She then told me she would have to see a phone to remember the number by dialing it herself. I gave her my county issued phone, with the keypad open on the screen. Kianna then tried to dial a phone number, but could not get it right. She then told me she could not remember the number. I reached for my phone and Kianna jerked it away from me, at which time I snatched it from her hand. Kianna then stood up and began to cuss at me and asking for the “real police”. At this time Sgt. John Harper approached her as I explained to her I was with the Sheriff’s Office.

Kianna then began to call us names and was using foul language and tried to walk away. Due to her intoxicated state I reached for her arm and told her to stop. Upon grabbing her arm, Kianna turned toward me and began to swing her arms, and hand, as if to try to hit me. Sgt. J. Harper and I then took her to the ground.

Once she was in the ground she continued to try to hit both of us. She was then controlled and handcuffed behind her back. I attempted to roll Kianna to her side a few times to avoid potential positional asphyxiation, but she continued to roll to her stomach. I then rolled her to her left side and placed my right leg close to her body to prevent her from rolling to her stomach.

I called for a transport unit and advised “control” that I had one detained. Several other units arrived shortly thereafter. Kianna continuously yelled “f*ck you, b*tch a*s n*gga” and “f*ck the police” all the way to the transport vehicle, which was heard by a huge amount of other fair patrons. Kianna was then transported to the Houston County Jail by a Perry P.D. Officer.

Later in the night I was advised to call the jail staff. upon calling I was told Kianna had given me a false last name of Brown, instead of Rowen. I advised the jail staff to add the charge of giving false name and date of birth to her as well. They also advised she was being uncooperative with them. I will sign warrants on 10-14-25, as 10-13-25 is a recognized holiday.

On 10-14-25 I got an email from the intake area at the jail advising the female’s name is actually Keonna Browen with a date of birth of [REDACTED].

Cpl. K. Barfield met with the people that intially notified me of Keonna at the fairgrounds, Each of them wrote a witness statement and they will be attacthed to this report by 10-15-25.
