On 06/26/2026 at about 0134 hours, I, Officer Farmer, was dispatched to the Budget Inn, 2076 Watson Blvd, in reference to a domestic. On scene I contacted Mr. [WITNESS #1] who stated two residents had been arguing prior in the evening and they had just been a physical altercation on the second floor balcony. Mr. [WITNESS #1] stated he had heard the altercation but not seen it. He directed me to room [REDACTED].

I contacted Ms. [VICTIM #1] who stated she and her father resided in room [REDACTED]. She had previously had sex with the resident of room [REDACTED], a man who she knew only as Reese. I later identified Reese as Mr. Maurice Harris by his Georgia driver’s license on file with the front desk. Mr. Harris and Ms. [VICTIM #1] had argued earlier after she had refused to take a Plan B pill. Ms. [VICTIM #1] became upset after Mr. Harris went to her room and tried talking to her father who was on bed rest for a heart condition and had recently been discharged from the hospital. Ms. [VICTIM #1] went to Mr. Harris’s room, unit [REDACTED], to confront him about talking to her father.

Ms. [VICTIM #1] spoke to Mr. Harris briefly and pushed him in the chest. He responded by choking her with two open hands around her neck. He pushed her against the balcony and to the ground. Ms. [VICTIM #1] lost consciousness. I observed Ms. [VICTIM #1] to have a cut in her lower lip and a scratch on the left base of her neck. She was seen by EMS but declined transport. I took six photos of her injuries.

I also spoke to Ms. [WITNESS #2] who stated she had been outside and witnessed Mr. Harris choke Ms. [VICTIM #1] down to the ground where she laid unconscious for five to ten seconds before getting up in a dazed state and walking the long way around the building to come down stairs.

I contacted the male occupant of room [REDACTED] and requested to speak to him. He refused to open the door or to provide any identifying information. He stated no altercation had occurred and he had no reason to talk to officers because nothing had happened. I tried speaking to the occupant for about fifteen minutes. He repeatedly refused to open the door or confirm his identity. He stated he was calling his probation officer and would not speak to officers on scene.

I contacted the owner of the Budget Inn, Mr. [WITNESS #3], who provided a copy of the driver’s license on file for the occupant of room [REDACTED]. The photo ID was for Mr. Maurice Harris. I also reviewed video footage of the incident with Mr. [WITNESS #3]. The recording showed Ms. [VICTIM #1] repeatedly knock on the door to room [REDACTED] before it opened and she stepped inside briefly before walking backwards out the door.

Ms. [VICTIM #1] pushed Mr. Harris with two open hands and he responded by placing both his hands around Ms. [VICTIM #1]’s neck and pushing her backwards against the balcony railing, bending her over the railing until her head was parallel to the ground. Mr. Harris’s hands were around Ms. [VICTIM #1]’s neck for about fifteen seconds until her body appeared to go limp as Mr. Harris pushed her down to the ground by her neck. Ms. [VICTIM #1] stood up about five seconds later and walked away appearing unsteady on her feet.

I was unable to contact Mr. Harris’s probation officer and left a voicemail requesting a call back. I will follow up next date. I will be seeking a criminal arrest warrant for Mr. Maurice Harris for aggravated assault. The surveillance video and photos of Ms. [VICTIM #1]’s injuries were uploaded to RMS.
