On 11/27/2025 at approximately 0205 hours, I initiated a traffic stop on a vehicle at [REDACTED BY AGENCY].

While I was stationary at the intersection of Elberta Road and Carl Vinson Parkway, I observed an orange Nissan Sentra bearing Alabama tag [REDACTED BY AGENCY] traveling southbound on Carl Vinson Parkway, with no rear taillights illuminated. I activated my emergency lights and siren and conducted a traffic stop. The vehicle pulled into [REDACTED BY AGENCY].

I made contact with the driver, later identified as Rasean Lemon, and explained the reason for the stop. When I requested his identification, I observed that Lemon’s speech was slow and his movements appeared delayed. He was unable to tell me his intended destination. Lemon was also unable to produce his identification or proof of insurance. I observed a prescription bottle in the center cup holder. I returned to my patrol vehicle to give him additional time to locate the documents.

While doing so, I returned to the vehicle and again asked for Lemon’s identification. He was still unable to provide it initially and instead picked up a keychain with keys. Lemon eventually provided his driver’s license. I returned to my patrol vehicle to enter the information.

I advised dispatch to have a Warner Robins Police Officer en route to conduct field sobriety testing due to Lemon’s behavior. Officer Hill was also en route because the insurance status of the vehicle was unknown.

Dispatch advised Lemon had two active warrants out of Houston County:

As officers approached Lemon’s vehicle to remove him, I observed a steady stream of liquid that appeared to look like urine coming from the driver’s side door area. As I approached the door, I observed Lemon’s genitalia exposed outside of his green pants, which also showed visible wet spots. I observed Lemon place his genitalia back inside his pants and close the door. I instructed Lemon to exit the vehicle, and he complied. Officers placed Lemon in double-locked handcuffs. A search of Lemon’s pockets revealed his car keys. He was then secured in the rear of my patrol vehicle.

An inventory sheet was completed.

While officers were conducting their official duties, a female later identified as Lemon’s sister arrived on scene and began video recording from a reasonable distance.

[REDACTED BY AGENCY] requested to know the reason for the traffic stop. Although I was not obligated to provide it, I did so for the purpose of positive community engagement.

As I walked to the passenger-side floorboard of my patrol vehicle to retrieve an arrest booking sheet, I observed [REDACTED BY AGENCY] open the rear driver-side door and begin speaking with Lemon. I advised [REDACTED BY AGENCY] she was under arrest for obstruction. While attempting to place her in handcuffs, she turned her body to the side, making it difficult to secure the left handcuff on her wrist. [REDACTED BY AGENCY] was eventually placed in double-locked handcuffs and secured in the rear of Officer Hill’s patrol vehicle.

Warner Robins Police Officer Lowery conducted a search of [REDACTED BY AGENCY] which revealed no contraband or weapons.

Lemon and [REDACTED BY AGENCY] were transported to the Houston County Detention Center without further incident. Taylor Towing towed Lemon’s vehicle.

[REDACTED BY AGENCY] vehicle that she arrived in, was relinquished back to a valid driver.

While at the Centerville Police Department, officers and I reviewed dash cam recording of Lemon, attempting to escape from the vehicle, by jiggling the door handle. I also observed [REDACTED BY AGENCY] Open my patrol vehicle and even Lemon stated to [REDACTED BY AGENCY] to close the door.

Warrants to be taken out for Obstruction of a police Officer for [REDACTED BY AGENCY] and indecent Exposure for Lemon.
