On July 30, 2026 at 1229 hours I, Ofc. Wojtal, was patrolling the area of Global Ct. and Continental Dr. when observed a suspicious vehicle. I observed the vehicle, GA tag [REDACTED], to have the passenger side door open in the cul-de-sac, so I attempted to check welfare. Upon exiting my patrol vehicle, I observed a male, later identified as Sammie Felder, ontop of a black female, later identified as Jessica Price. Upon seeing them, I observed them to be having sexual intercourse, as Mr. Felder’s hips were gyrating as both individuals had their pants down.
Upon seeing my patrol vehicle and myself walking up, Mr. Felder stood up and pulled his pants back up, to conceal his male genitalia. I then observed Ms. Price to have her pants down with her female genitalia exposed as she attempted to quickly pull her pants up as well. I observed a bottle of flavored sexual lubrication on the roof of the vehicle. I then requested dispatch send an additional unit.
Upon Ofc. Slater arriving on scene, both Mr. Felder and Ms. Price were then taken into custody for indecent exposure, as they were having sexual intercourse in public. I then contacted Mr. Felder’s daughter to release the vehicle to, and remained on scene until she arrived. Ms. Price and Mr. Felder were then transported to police headquarters where they were turned over to booking staff for processing. I will be seeking warrants on both Mr. Felder and Ms. Price next available date for the indecent exposure.
