On Saturday, April 19, 2025, at approximately 1331 hours, I was dispatched to [100 BLOCK] Hawks View Trail in reference to a domestic.

Before arriving on scene, dispatch advised the juvenile [VICTIM #1], W/F, DOB [REDACTED BY AGENCY]/2010 had left the residence and was standing on the corner of a street around the corner. When arriving on scene I found [VICTIM #1] sitting on the curb by a stop sign. I made contact with [VICTIM #1] and asked her what was wrong. [VICTIM #1] stated she and her father Sean Milligan, W/M, DOB [REDACTED BY AGENCY]/1985 had an altercation. [VICTIM #1] stated her grandmother [WITNESS #1], W/F, DOB [REDACTED BY AGENCY]/1959 had an argument about some medication. [WITNESS #1] wanted [VICTIM #1] to take some nasal medication to help her breath better and she did not want to take it. [VICTIM #1] stated an argument began and Sean became upset and violent. During the altercation, [VICTIM #1] stated Sean began damaging the residence by putting holes in the floor and walls. [VICTIM #1] was very fidgety while talking to me and I noticed she had cuts on her arms and wounds on the tops of her hands. I asked [VICTIM #1] where the marks came from. [VICTIM #1] pointed to the cuts on her and stated those were from her previously and the wounds on the tops of her hands were also from her picking them. [VICTIM #1] stated she was already being seen for that stuff. While speaking with [VICTIM #1] and maroon colored vehicle approached us and she stated that was Sean. Sean spoke to [VICTIM #1] asking if she was okay and she told him she was.

I advised Sean to first pull over on the other side of the roadway and I would speak with him in a moment. Sean parked the vehicle and then backed up and asked what was going on. I advised Sean this time to just go back to the residence and I would bring [VICTIM #1] there and speak with him then. Sean drove off towards the residence. [VICTIM #1] continued to tell me about the incident and stated Sean grabbed a full, unopened coke bottle and threw it and hit her on the side of the head. [VICTIM #1] stated her head still hurt but she would be okay. [VICTIM #1] went on to say Sean made a statement to her he would kill everyone in the house and kill himself too. [VICTIM #1] wanted to make sure she could go back home and not have to be around Sean. [VICTIM #1] stated she was scared of him and what he would do. I asked [VICTIM #1] during all of the things that happened was anyone else around that saw and heard it and she stated [WITNESS #1] and her brother [REDACTED BY AGENCY], W/M, DOB [REDACTED BY AGENCY]/2018. Before leaving the area to take [VICTIM #1] back home, [WITNESS #1] called and asked where she and Sean were. [VICTIM #1] stated she was with the officers and Sean was coming back home. [WITNESS #1] told [VICTIM #1] he was not at the residence. I had [VICTIM #1] sit in the back of my patrol vehicle and transported her back to the residence. [VICTIM #1] asked to stay in the vehicle for a while.

When arriving at the residence I made contact in the carport area with a [REDACTED BY AGENCY] and another male subject [WITNESS #2], W/M, DOB [REDACTED BY AGENCY]/2001. While attempting to speak with [REDACTED BY AGENCY] and [WITNESS #2], [WITNESS #1] exited the residence and was on the phone with Sean. [WITNESS #1] was telling Sean he needed help, and he needed to come back home and speak with the officers. Sean stated he was not coming back home because he knew he would go to jail. Sean was all over the place in his conversation about how the kids mean more to him than anything and then he would say he was tired of how everyone was acting and they all needed to get along to make his life easier. Seans speech was slurred while on the phone. [WITNESS #2] took the phone from [WITNESS #1] so I could try and speak with her. I asked [WITNESS #1] if she would tell me what happened, and she stated it all started over medication she was trying to give [VICTIM #1]. [VICTIM #1] had come to [WITNESS #1] and told her it was difficult to breath, and she went and found medication to help her. [WITNESS #1] stated she told [VICTIM #1] she needed to take the medication and [VICTIM #1] stated she did not want to as she did not like the way it made her feel. [WITNESS #1] stated she pushed the issue, and she should not have.

While [WITNESS #1] and [VICTIM #1] were debating over the medicine, [WITNESS #1] states Sean started yelling and swearing that he had enough, and it needed to stop. [WITNESS #1] stated Sean picked up a chair and slammed it on the floor and someone tripped causing the chair to go through the kitchen floor. I asked [WITNESS #1] if the chair was broken, and she stated it was not. I asked [WITNESS #1] about the coke bottle that hit [VICTIM #1] in the head, and she stated Sean did not mean to hit [VICTIM #1] when he threw it. I asked [WITNESS #1] about the threats Sean made of killing himself and the family and she stated at first, she had never heard that before and then later on stated he had said those things. I asked [WITNESS #1] if she would allow me to talk with [REDACTED] who was inside, and she stated sure and walked with me inside the residence.

Before walking inside the residence, [WITNESS #2] stated Sean has made threats of killing himself and he had the text messages. I asked [WITNESS #2] if he would share those with me and he did. I looked over the messages that will be attached to the report, and several times he mentions killing himself and he already had bought fentanyl, and he would end it all. Sean states in the messages he doesn’t want to live in the house anymore and live at all anymore. Sean mentions wanting to be with his dad and friend in the messages who have already passed away.

I went inside and tried to speak with [REDACTED BY AGENCY]. When attempting to talk with [REDACTED BY AGENCY], Sean calls [WITNESS #1] back. [WITNESS #2] and I walked outside with [REDACTED BY AGENCY] to see if he would talk with me. I asked [REDACTED BY AGENCY] if he could tell me what happened and what he remembered. [REDACTED BY AGENCY] stated Sean got mad and put a hole in the floor and punched a hole in the wall. I asked [REDACTED BY AGENCY] if he knew why he did that and he did not respond. I asked [REDACTED BY AGENCY] if he could show me the damage to the wall and he stated it was in his bedroom. [REDACTED BY AGENCY] took me into the room and showed me the hole that was near the light switch on the wall. [REDACTED BY AGENCY] stated Sean also punch the door but there was no damage to it. [REDACTED BY AGENCY] stated Sean also broke a table when he kicked it. I asked [REDACTED BY AGENCY] where the table was, and he stated outside by the trashcan. I asked [REDACTED BY AGENCY] when all this was happening how he felt, and he stated scared. I asked [REDACTED BY AGENCY] why he was scared, and he stated he did not know what Sean was going to do.

I walked back outside with [WITNESS #1] and saw the broken table that was sitting by the trashcan. [WITNESS #1] asked Dep. Tripp and I what would happen to the kids if Sean went to a treatment center since she does not have any custody of them. We explained to [WITNESS #1] we would have to speak with Sean and get his side of the story before we could make any decisions. [WITNESS #1] received another call from Sean asking if we were at the residence still and she told him we were. Dep. Tripp took the phone and talked with Sean. While Dep. Tripp was speaking with Sean, he was still all over place and slurred speech. Dep. Tripp told Sean over and over we wanted him to come home so we could get his side of the story and sort through everything that was going on. Sean told Dep. Tripp he would come back to the residence.

While waiting for Sean, I called the on-call juvenile investigator Sgt. K. Harper who advised he was going to be enroute to my location along with DFACS. Before Sgt. K. Harper arrived, Sean returned to the residence. Dep. Tripp and I made contact with Sean and advised him we wanted to hear his side of the story as we had already spoken with everyone else in the residence. Sean stated that was fine he would talk to me. While speaking with Sean he had a very strong smell of alcoholic beverage coming from his person. Sean stated [VICTIM #1] and [REDACTED BY AGENCY] mean everything to him, they are his left and right wing and without them he would not be able to make it.

I asked Sean what happened with the coke bottle that hit [VICTIM #1], and he stated he slammed it down on the table and he did not realize it hit her on the head. I asked Sean what happened to the hole in the floor, and he stated he did that with a chair. I asked Sean what happened with the hole in the wall, and he stated he punched it. I asked Sean what happened to the broken table, and he stated he kicked it. I asked Sean why he did all of these things, and he stated he was mad and upset. Sean stated this was all over medication that [WITNESS #1] was trying to give to [VICTIM #1]. I asked Sean how much he had to drink, and he stated he was unsure, but he had been drinking. I asked Sean how long he had been drinking, and he stated most of the day. Sean asked to go inside because he needed to use the restroom, and I advised him he would need to wait. Dep. Tripp was speaking with the DFACS case worker that had arrived on scene. I asked Dep. Tripp to switch places with me so I could speak with DFACS, and he could stand with Sean.

After speaking with DFACS, Sean stated he wanted to go inside and use the restroom. I advised Sean he could go inside but Dep. Tripp would be going with him. I told Sean I did not want him to speak with [VICTIM #1] and [REDACTED BY AGENCY] until I was done with what I needed to do. While Sean was inside the residence Sgt. K. Harper arrived on scene. I advised Sgt. K. Harper I had charges and would take him into custody when he was finished. Sgt. K. Harper spoke with Sean for a moment and then motioned for me to take Sean into custody. Sean was handcuffed to the rear, checked for fit and double locked for safety. Sean was searched incident to arrest by Dep. Tripp with negative findings. Based on the odor of alcoholic beverage, slurred speech and Seans admittance to drinking I read him Georgia Implied Consent Notice and he agreed to a blood draw. Sean was placed in the rear of my patrol vehicle and transported to the Houston County Detention Center. When arriving at the Detention Center, [REDACTED] with medical staff was able to secure to vials of blood in a GBI submission kit that was dopped into evidence for further testing.

I will be seeking warrants for Cruelty to Children x2, Terroristic Threats x3, Simple Battery, Criminal Damage to Property, DUI Alcohol.
