Officer’s Narrative:
On Saturday, May 15, 2021, I, Deputy Dixon, was on duty with the Houston County Sheriff’s Office Patrol Division, in uniform with my badge displayed and in marked patrol vehicle 855.
At approximately 0736 hours, I was patrolling the area of State Route 247 traveling south near Industrial Park Boulevard in Warner Robins, Ga when I observed a white Dodge Challenger traveling north at what appeared to be a high rate of speed. I activated my front radar, which was tested for accuracy prior to the beginning of shift at 0600 hours, and said vehicle was found traveling 75 mph in a clearly posted 55 mph speed zone. The radar’s displayed speed of my patrol vehicle was consistent with my speedometer.
I turned around at the intersection of Industrial Park Boulevard, initiated my blue lights and audible sirens and conducted a traffic stop on the vehicle, final stop State Route 247 and Booth Road. I informed Dispatch of my stop location and the vehicle’s tag number, Georgia plate [REDACTED]. The vehicle at that time appeared to be occupied by one subject.
I proceeded towards the vehicle, met with the driver, Shanel Dunn, and informed her on why she was being stopped. Dunn stated she was not aware of her speed and advised she had just gotten off from work at Frito Lay. When asked where was Dunn now headed, she advised back home to her residence in Macon, Georgia. I then gathered Dunn’s drivers license and asked Dispatch to verify her information. Dispatch later advised Dunn’s drivers license was suspended for Failure to Appear as of February 13, 2020.
I returned back to the vehicle, met with Dunn and escorted her out of the vehicle. Once out of the vehicle, I informed Dunn of her driving status and advised her that she was now being placed under arrest for driving while license suspended and speeding. I asked Dunn if she currently possessed any weapons or illegal contraband on her persons, she advised no. Dunn was found not to have any pockets on her pants. I asked Dunn if she was currently pregnant, she advised no.
Dunn was then placed in handcuffs behind her back, double-locked and secured for proper fitting. Dunn then began crying extensively and dropped to the ground on her own while stating she did not want to go to jail. I briefly spoke to Dunn and was able to calm her down temporarily. I transferred Dunn to the rear seat of my patrol vehicle and asked if there was someone who she wished to turn her vehicle over to. Dunn stated no and advised all of her family were in Macon.
I then contacted the front desk operator of the Houston County Sheriff’s Office and asked for our on-call, Warner Robins Towing, to be en-route in reference to towing Dunn’s vehicle. Deputy Mattox arrived and remained on scene with Dunn’s vehicle until the arrival of Warner Robins Towing. Warner Robins Towing later arrived on scene and took custody of Dunn’s vehicle.
The vehicle was inventoried and tow log completed by Deputy Mattox. I transported Dunn to the Houston County Detention Center where she was issued two citations for Speeding and Driving while License Suspended, citation numbers # A-246643 & A-246644. Dunn was also served an Official Notice of Suspension and was then turned over to the jail staff for intake. Scene recorded by Body-Camera. Nothing further.
