On April 1st, 2026, at approximately 1802hrs, I, Dep. Schlageter, was dispatched to [REDACTED] in reference to an adult male inappropriately touching a juvenile male. I was assisted by Lt. Lauritsen. I was wearing my issued class A uniform with my badge clearly displayed. I was driving marked patrol Unit #902.

Upon arrival, I began speaking to [WITNESS #1] (W/F DOB [REDACTED BY AGENCY]/96). She stated that her son, [REDACTED BY AGENCY] (W/M DOB [REDACTED BY AGENCY]/19), was in his room with Tracy McLeod (W/M DOB [REDACTED BY AGENCY]/71). Tracy is [REDACTED BY AGENCY]’s step-great uncle that does not live in the same house. She stated that Tracy was at [REDACTED BY AGENCY] to visit and play with the boys, which is common. She went to go ask [REDACTED BY AGENCY] if he wanted some, so she walked into the bedroom.

She observed [REDACTED BY AGENCY] under his bunkbed, in the small crawl space, and Tracy laying on his side with both hands under the bed, where [REDACTED BY AGENCY] was at. She stated she asked what they were doing and that [REDACTED BY AGENCY] knows not to be under the bed. She stated that Tracy jerked his hands back and motioned to [REDACTED BY AGENCY] not to say anything, by placing his pointing finger over his own mouth and then grabbed his phone. She stated Tracy said they were watching TV on the phone.

[WITNESS #1] left the room and walked to the kitchen and observed [REDACTED BY AGENCY] to have a concerned look on his face. She asked him if Tracy told him anything they were not supposed to talk about, he shook his head no. She asked him if Tracy did anything he was not supposed to do and [REDACTED BY AGENCY] began to cry and mumble words. She stated all she could make out was [REDACTED BY AGENCY] saying, “PP”. She understood this to mean [REDACTED BY AGENCY]’s genitals. She stated this was the point she contacted 911.

I began speaking to [WITNESS #2] (W/M DOB [REDACTED BY AGENCY]/92). This is [WITNESS #1]’s fiancée, [REDACTED BY AGENCY] stepdad. He stated he was outside talking to a neighbor when he observed [WITNESS #1] come outside and make a phone call in the rain. He assumed this was an important phone call. He stated that she told him not to let Tracy leave, he was confused and asked why, she stated that after what she saw he does not need to leave.

[WITNESS #2] began to walk into the house, but when he got to the stairs, Tracy was exiting the house with a concerned look on his face and more hurriedly than usual, not prolonging his goodbye. He stated he took [REDACTED BY AGENCY] to his bedroom and asked what had happened. He stated [REDACTED BY AGENCY] had told him that Tracy touched his “PP”. [WITNESS #2] stated that this upset him and he walked outside to smoke a cigarette.

[WITNESS #2] came back inside and took [REDACTED BY AGENCY] back to the bedroom to gather more details. He stated that [REDACTED BY AGENCY] showed him how Tracy touched. [REDACTED BY AGENCY] motioned to him that Tracy took his hand and slid it down [REDACTED BY AGENCY] stomach, under his shorts, and began stroking his genitals while under [REDACTED BY AGENCY] bed. [WITNESS #2] said that when he was a child, he had heard rumors of his uncle Tracy touching younger males but was unsure if it was true. He stated that he called his dad, and his dad confirmed it to be true from back in the 1990s.

Tracy was not on scene while I was on scene. [WITNESS #1] informed me that Tracy lives at [REDACTED] with [WITNESS #2]’s sister. [WITNESS #2] confirmed that Tracy lives there, but stated that when he notified his sister of the incident, she stated he had not been home since he left earlier to go to [REDACTED].

I notified the on-call Juvenile investigator, Sgt. Taylor. Sgt. Taylor advised he would respond to the scene.

While waiting on Sgt. Taylor to arrive on-scene, [WITNESS #1] approached me and stated that [REDACTED BY AGENCY] added an additional detail to his account of the events. She stated that this was the third time Tracy inappropriately touched [REDACTED BY AGENCY] but the first time they were made aware of it. The first two incidents happened at [REDACTED BY AGENCY] with the third incident being at [REDACTED BY AGENCY] on April 1, 2026.

Sgt. Taylor arrived on scene to interview [WITNESS #1] and [WITNESS #2]. He stated that a forensic interview would be conducted at a later date and time for [REDACTED] to state what happened.
