On September 14, 2025, at approximately 1918 hours, I, Dep Pearson and Dep Stephens, were dispatched to [100 BLOCK] Twin Oaks Ct for an agency assist.
I arrived on scene and spoke with Fire. Fire advised me that Wellington Palmer called in reference to a burning odor in the area. Fire advised me that Wellington possibly suffered from a mental illness.
I made contact with Wellington’s father, [WITNESS #1]. [WITNESS #1] stated that he wasn’t aware that Wellington called 911. [WITNESS #1] advised that this was not the first time. [WITNESS #1] stated that Wellington suffered from a mental disorder and was experiencing a possible manic episode. [WITNESS #1] advised that Wellington had been taken in for a mental evaluation (1013) in the past and was released just a few days later. [WITNESS #1] stated that Wellington uses THC vapes, and he believes that triggers his manic episodes.
Dep Stephens made contact with Wellington. While Dep Stephens was speaking with Wellington, Wellington decided to leave the scene.
Myself and Dep Stephens went back in service.
At approximately 2121 hours, I, Dep Pearson, was dispatched to 2601 Moody Rd in regards to a domestic standby for Wellington Palmer.
I arrived on scene and made contact with Wellington. Wellington stated he wanted me to escort him to [100 BLOCK] Twin Oaks to retrieve his wallet and car keys. I asked Wellington if there was any reason for his need for a domestic standby and if he felt safe to go home on his own to get his keys and wallet. Wellington stated he felt safe to return on his own.
I informed Wellington that I could not give him a ride to his residence and that her could walk home and retrieve his keys and wallet. I also advised Wellington that if he continued to call emergency services for non-emergency matters, he could be charged. Wellington stated he understood and began walking to his residence.
I returned to service.
At approximately 2152 hours, I, Dep Pearson, and Sgt Frizzel were dispatched to [100 BLOCK] Twin Oaks Ct for a domestic standby for Wellington.
We made contact with Wellington on Shenandoah Trail. Wellington was arrested for unlawful conduct during a 911 call (16-11-39.2). Handcuffs were placed around his wrist, checked for proper fit, and double locked. Wellington was placed in the backseat of my patrol car and transported to the Houston County Detention Center without incident.
Wellington made a total of 8 non-emergency 911 calls.
