On October 30th, 2025, I, Director White, along with Officer Thigpen, responded to [300 BLOCK] Norris Road in reference to a report from Investigator Davis that a brown pit mix appeared severely injured on the property.

Upon arrival, I found a black in color puppy roaming the yard, along with a brown in color pit mix female who appeared to be greatly wounded with visible abrasions to the abdomen, shoulder, and legs. I observed that the brown pit mix was female, and was severely malnourished with her vertebrae showing, ribs showing, and a very distinct limp to her back left leg.

I made initial contact with [WITNESS #1] who stated that the brown and white pit bull in the front yard was not his, and he had no idea where it came from. Mr. [WITNESS #1] explained that the dog may live at any one of the houses nearby and that I should go ahead and get it. I questioned [WITNESS #1] again because I had prior knowledge that Officer H. Sargent and Thigpen had responded to the area regarding some puppies but at the time I was unaware it had involved the adult brown and white pitbull also.

Officer Thigpen and I captured the brown and white pit bull and safely put her on our truck for transportation to Barnesville Animal Clinic. I looked over the case history notes from Officer Sargent and found that Mr. [WITNESS #1]’s girlfriend, Mekronesia Jiwani, had claimed ownership of four black puppies, and the brown and white pit bull mother named Foxy, and was issued citations for all four dogs roaming on a difference incident and citations for failure to vaccinate for rabies.

I approached Mr. [WITNESS #1] again at his door of the house and asked where is the dog named “Foxy” – to which he was not sure who that was. I explained that his girlfriend, Ms. Jiwani, had already received citations for the dog, and by acknowledging ownership of the dog Ms. Jiwani was responsible for the dog Foxy and her vet care. I asked Mr. [WITNESS #1] to call Ms. Jiwani and he said that she can’t talk while at work. By mistake, Mr. [WITNESS #1] called her while trying to provide her phone number, and hung up, and she immediately returned his phone call. I spoke with Ms. Jiwani using Mr. [WITNESS #1]’s phone and explained that we were called out to the property by Investigator Davis with the Lamar County Sheriff’s Office with concerns of the brown and white pit bull Foxy.

Ms. Jiwani explained that after receiving citations from Officer Sargent, Foxy had escaped and took off, when she returned, she looked like she does now. I explained that Foxy is in immediate need of vet care and cannot stay on the property in these conditions without medical care. Ms. Jiwani stated that she does not have the money to take care of Foxy, and didn’t have any attempt to even take her to a vet to see about humane care options. I explained to Jiwani that she as the pet owner has a responsibility to provide reasonable care for this dog, and Ms. Jiwani wanted our agency to just take the dog and provide the care. I explained to Ms. Jiwani again that she has a responsibility to provide reasonable care for the dog, and asked if she was going to provide care, she said no, so I explained I could not leave the dog in this medical condition on the property and she stated “Do what you have to.” I explained that failure to provide any care may result in further consequences, and she replied “Do what you have to.”

The dog, Foxy, was transported by me and Officer Thigpen to the Barnesville Animal Clinic where we sought immediate veterinarian care and assessment. Deputy Thiel (#121) was enroute to meet with us at the Barnesville Animal Clinic as well. Veterinarian [WITNESS #2] performed the physical assessment, followed by a fecal, bloodwork, and x-rays of the animal. Dr. [WITNESS #2] and I discussed Foxy’s medical condition and rather she was suffering and in pain, the answer was yes, and without a lot of financial aid the cost to get a full overview of her condition would be expensive.

I asked Dr. [WITNESS #2] if she had any recommendation for rather Foxy should be humanely euthanized considering her medical condition or if we could hold her overnight and make a decision tomorrow. Dr. [WITNESS #2] said that Foxy was in an enormous amount of pain, was actively suffering, and could have severe internal issues ongoing that we can’t determine are treatable or not. Dr. [WITNESS #2] and I agreed that the most humane outcome for Foxy was humane euthanasia.

At approximately 5:00PM, I made contact via telephone with Ms. Jiwani informing her of Foxy’s medical condition and learned that Ms. Jiwani had first seen Foxy’s condition and injury on October 23rd, 2025. When I asked Ms. Jiwani why she did not provide any vet care for her dog after seeing her condition, she stated that she knew Foxy was a survivor and she didn’t think the issues were that big of a deal. Ms. Jiwani added that Foxy has been living there for seven to eight years.

Ms. Jiwani reported that the neighbors shoot a lot of guns and that there has been issues in the past where the dogs like Foxy, has roamed and could have been shot by her neighbors. I informed Ms. Jiwani that according to Dr. [WITNESS #2], the injuries are more aligned with a dog that was hit by a vehicle. I also asked Ms. Jiwani if she was in agreement to proceed with the humane euthanasia as recommended by the Doctor, and Ms. Jiwani agreed.

Dr. [WITNESS #2] performed the euthanasia of the dog at Barnesville Animal Clinic. Foxy remains were held overnight at Barnesville Animal Clinic.

Speaking with Deputy Thiel, we elected to wait till Monday, November 3rd, 2025, to obtain a warrant for Cruelty to Animals (16-12-4)(b.) for willingly neglecting Foxy of necessary vet care due to her injuries.
