[NARRATIVE #1 on June 12, 2026]
On 6/12/2026, I, Investigator Cowart, was riding with Sgt Hall patrolling the city of Dublin due an increase in violent crime and Dublin Police Department requesting assistance from the Laurens County Sheriff’s Office.
In an effort to gain control of the increased violence within the city of Dublin, Sgt Hall and I, Investigator Cowart were patrolling the area of N Franklin St when a vehicle was leaving a known narcotics residence. While behind the vehicle, it swerved abruptly into the center of the road and a traffic stop was conducted. The vehicle turned onto Northview after Sgt Hall activated his emergency flashing lights. The vehicle turned around on Northview and began to flee from the traffic stop.
The vehicle fled down Northview at a high rate of speed, ignoring the stop sign at E Mary. The driver, later identified as Samuel Demmons, ran the stop sign at E Gaines St before turning onto Washington St from E Gaines. Investigator Turner then took over the pursuit in a clearly marked patrol vehicle with his lights and sirens on. Demmons slowed at E Jackson St before going through the red light on Washington.
Investigator Turner then performed a Precision Immobilization Technique (PIT) to disable the vehicle and protect the innocent motoring public. Demmons began to drive out of the PIT, when Sgt Hall attempted to continue to push the vehicle off the road to end the pursuit. As the vehicle backed up, I exited the vehicle and went to the front of Demmons’ car and held him at gun point through the windshield. He quickly accelerated and I moved out from in front of the vehicle and grabbed the door handle, during which the rear of Demmons vehicle clipped my right elbow causing a small cut.
The vehicle then crossed E Jackson on Washington St, again slowing before running the red light. Investigator Turner then PIT the vehicle into a residential yard, at which point Demmons exited the vehicle and fled on foot. Investigator Turner pursued after on foot and doubled back after Demmons jumped a fence. Investigator Turner then pursued Demmons back towards me, where I grabbed him and took him to the ground, where he was taken into custody without further incident. A small amount of marijuana and a digital scale were located in his shorts pockets.

[NARRATIVE #2 on June 12, 2026]
On June 12, 2026, at approximately 1500 hours, I, Investigator Turner, was patrolling the area of North Franklin Street near High Street when I was advised that Sgt. Hall and Investigator Cowart were attempting to conduct a traffic stop on a vehicle that was refusing to stop.
Upon receiving this information, I activated my emergency lights and siren and responded to assist. While traveling on High Street, the suspect vehicle passed my location at a high rate of speed while traveling southbound on North Franklin Street. Sgt. Hall was directly behind the vehicle with his emergency equipment activated in an attempt to stop the vehicle.
I turned right onto North Franklin Street and began catching up to the pursuit. I caught up to Sgt. Hall near the intersection of North Franklin Street and East Gaines Street and assumed the primary pursuit position due to Sgt. Hall operating an unmarked vehicle.
The suspect vehicle turned east onto East Gaines Street and immediately turned south onto Washington Street. The vehicle approached and crossed the intersection of East Jackson Street, continuing south on Washington Street. As I positioned my patrol vehicle on the suspect vehicle¿s rear driver-side quarter panel in preparation to perform a Precision Immobilization Technique (PIT) maneuver, the suspect vehicle suddenly applied its brakes.
This action caused my patrol vehicle to strike the suspect vehicle on the rear driver-side door area. The suspect vehicle spun and came to a stop near the intersection of South Washington Street and East Madison Street.
After stopping, the suspect vehicle accelerated toward my location. Sgt Hall attempted to push the vehicle off the roadway to stop it, but the vehicle continued forward. I then made contact with the front of the suspect vehicle to box in the vehicle, but the vehicle reversed and drove away. The vehicle subsequently struck a stop sign before continuing south on Washington Street toward Jackson Street. The vehicle crossed Jackson Street and continued in the direction of Franklin Street.
I again positioned my patrol vehicle and successfully performed a PIT maneuver, causing the suspect vehicle to spin out of control and strike a retaining wall in front of a residence. The collision disabled the vehicle.
The driver exited the vehicle and fled on foot toward Gaines Street. The driver, later identified as Samuel Demmons, ran behind a residence, jumped a fence, and continued around another residence before being apprehended by Investigator Cowart.
The passenger exited the vehicle and walked away behind a residence rather than remaining on scene. The passenger was subsequently detained and identified as Jennifer Hall.
During contact with Demmons, I detected a strong odor of an alcoholic beverage emitting from his person. Investigation further revealed that Demmons did not possess a valid driver’s license.
A search of Jennifer Hall’s person revealed a small burnt glass pipe commonly used to inhale narcotics.
Both Demmons and Hall were asked if they were injured and both stated they were not. Demmons was transported to the Laurens County Sheriff’s Office for booking and housing. Investigator Cowart advised that warrants would be sought for both Demmons and Hall.
