On Friday, April 24, 2026, at 1823 hours, I was stationary conducting a traffic stop on HWY 196 East at Willie Dixon Rd with my blue emergency lights activated. I observed a black Nissan Altima SC tag [REDACTED] fail to move over for my traffic stop. My emergency equipment (blue lights and siren) were already activated. I conducted a traffic stop on the vehicle, stopping it on GA 38 at Brights Lake Rd. I conducted a GCIC status check of the registration using my in car Mobile Data Terminal. The status came back showing the vehicle’s registration was suspended. Ms Hammett also had a suspended driver’s license.

I made a passenger’s side approach on the vehicle and made contact with the driver, Ms. Aliyah Hammett. I advised her on the reason she was stopped and asked her for her driver’s license, which she provided to me. I smelled a strong odor of marijuana emitting from the vehicle. I asked her when she last smoked marijuana, and she stated she had smoked 30 minutes before the traffic stop. I asked Ms. Hammett to step out of the vehicle and walk to the front of my patrol car, which she did.

I asked Ms. Hammett if she would do Standardized Field Sobriety Testing to ensure she was ok to drive, and she stated yes. The results from the testing are as follows:

The field sobriety was performed on a flat, smooth, and dry blacktop surface; no surface defects were noted or claimed. Lighting conditions were daylight hours. Each exercise was explained prior to having the driver perform it, and the driver stated she understood each exercise before starting them.

Horizontal Gaze Nystagmus (explained)
No clues detected.

Walk and Turn (explained and demonstrated)
1) Unable to maintain balance.
2) Stops to steady self.
3) Improper turn.
4) Steps off line.

One Leg Stand (explained and demonstrated)
1) Sways.
2) Uses arms for balance.
3) Drops foot.

Lack of Convergence (explained)
1) Both eyes did not converge.

Modified Romberg (explained and demonstrated)
1) Eyelid tremors.
2) Counted the passing of 30 seconds in 20 actual seconds.

At this time, I placed her under arrest for driving under the influence and secured her in double locked handcuffs that were checked for fit. I searched her person incident to arrest for contraband, with no contraband being located. I placed her in the back seat of my patrol car and seatbelted her in. The back seat was searched and cleared of contraband prior to her getting inside. I read the Georgia Implied Consent Notice For Suspects over the age of 21, from my green Implied Consent card on the scene. The driver agreed to a legal blood draw.

I requested the next list tow truck for the vehicle, and dispatch advised Hinesville Towing would be en route. Ms. Hammett did not have knowledge of the registration being suspended. Deputy Aragon arrived on scene to assist. I searched the vehicle for contraband with none being located. Deputy Richerzhagen arrived on scene to assist. Deputy Richerzhagen stayed on scene and released the vehicle to Hinesville Towing.

I transported her to Liberty Regional Medical Center for a blood draw. While at the hospital Ms. Hammett advised she had marijuana in her buttox area. I requested a female officer to come search Ms. Hammett again and retrieve the contraband. OFC Duncan with Hinesville PD arrived on scene. She retrieved a plastic bag with marijuana inside from Ms. Hammett. I secured the marijuana inside of my patrol car. The blood draw was conducted by Phlebotomist [REDACTED BY AGENCY].

Once the blood draw was complete, I transported her to the Liberty County Jail and turned her over to the booking staff at the jail. She was cited for DUI, driving while license suspended, obstruction, Possesion of drug related objects and move over violation. I searched the rear of my patrol vehicle after transport and did not locate any contraband. I placed the blood kit inside evidence locker 6 at the jail. The marijuana was placed in the narcotics drop box located in the sally port at the jail.
