Officer’s Narrative:

On Wednesday, December 15, 2021 at approximately 1151 hours, I was traveling on Freedman Grove Road, approaching the stop sign at Georgia 25. A blue Toyota 4 Runner bearing GA tag [REDACTED] was in front of my vehicle. As the vehicle stopped at the stop sign, it did not come to a complete stop until it was past the white stop line and sign. The vehicle turned left onto GA 25 northbound. I followed behind, activated my emergency equipment and conducted a traffic stop on GA 25 just up from Freedman Grove Road.

I made a passenger side approach and observed the vehicle to be occupied by three females. I stopped short of the passenger side back door and signaled to the driver to roll the windows down. After having a better visual of the inside, I approached the passenger side front door and identified myself to the driver. I recognized the backseat passenger as Darah Wells, having encountered her on a previous traffic stop.

I asked her for her license, to which she stated she did not have on her person. She stated she had borrowed the vehicle from a friend who was incarcerated. She advised her step-dad, [REDACTED] had got permission for her to use it from the owner. Corporal Chapman (941) arrived on scene at this time and was approaching when I requested notepad to obtain their information with. He returned with a notepad that I handed the driver to write her information down. She advised her name was Cari Crawford and she had a license through Texas. I did the same with the other two passengers. The front seat passenger provided the name Anne Jones, and the back seat passenger provided the name Darah Wells. While obtaining their information, Sergeant Abbgy (983) and Deputy Blair (976) arrived on scene. I requested the driver step out of the vehicle to the front of mine while I wrote her a warning. I provided the notepad back to Cpl. Chapman, who conducted NCIC/GCIC checks on all subjects.

While speaking with Ms. Crawford, Sgt. Abbgy deployed his county issued K9 (Keno) for a free air sniff of the vehicle. Keno gave a positive response to Sgt. Abbgy for the odor of narcotics emitting from the vehicle. He explained the process to the driver before conducting a search of the vehicle. Dep. Blair searched Darah Wells and Cari Crawford’s persons and did not locate any contraband. I searched Anne Jones’ person. While searching near her groin area, I could feel what felt like plastic on the right side of the inside of her leg and groin. I continued my search with no further findings. I asked Ms. Jones’ what she had inside her pants there and she told me plastic. I asked what was in the plastic and she said meth. I had Cpl. Chapman stand near me and instructed Ms. Jones to slowly retrieve the item and hand it to me. She pulled out a clear plastic zip-lock bag with contained a crystal-like material.

While we had conducted a search of their persons, Sgt. Abbgy conducted a search of the vehicle. Under the passenger seat he located a needle. In Darah Wells purse, which she identified as hers, he located a clear plastic bag which contained another clear piece of plastic with crystal-like material. When he went to ask Ms. Wells about the contraband, and she immediately just turned and placed her hands behind her back as if she were under arrest. He advised her to relax for the time being.

Sgt. Abbgy placed the evidence into a bag for me and I retrieved it and took it back to my vehicle. I took a photograph and field tested the material from Ms. Wells using the DETECTACHEM Mobile Detect pouch. I received a positive response for methamphetamine.

I placed a call to the jail to confirm they would accept two people, and Lt. Costas advised me they would. I advised the units to place Ms. Wells and Ms. Jones under arrest. Cpl. Chapman transported both females to the jail for me. I advised him to have them place a hold for Possession of a Schedule II Controlled Substance for both.

I released the driver with a written warning.
