On 12/15/25 at approximately 1629 hours I was dispatched to 1011 Airport Road (Pit Stop/Shell) in reference to a disturbance.
While en route, Liberty dispatch advised a black male was inside the store making a mess, asking for money and peeing on the door. Liberty dispatch further advised he was now outside the premises arguing but did not advised with whom. The black male was described to have on a white jacket, track pants, shoes, and a hoodie.
Upon arrival, Senior Patrol Officer Parmentier (193) and I observed a male matching that description sitting near the ice cooler located just outside the main doors of the establishment. I requested SPO Parmentier remain with the male and obtained identifying information while I went inside the store to speak to the complainant. SPO Parmentier ran the male, later identified by name and date of birth as Mr Brian Walker, through the Hinesville Police Department front desk operator who advised no wants.
I spoke with the complainant, Mr [WITNESS #1], who stated the intoxicated male was asking customers for money, weed, and alcohol. Mr [WITNESS #1] stated he received a text message from a customer (not on scene) which stated the customer observed the male (Mr Walker) urinating on the building.
Mr Walker was still on scene; I spoke with Mr Walker and observed his speech to be slurred and observed two wet spots on the ground in the area where he was sitting. I asked Mr Walker about him urinating on the side of the building next to the main entrance. Mr Walker replied he did not pee, he poured out a beer.
While speaking to Mr Walker, I smelled a strong odor of an alcoholic beverage emitting from his person and noticed his eyes to be glassy. Mr Walker had difficulty forming coherent sentences, appeared to be confused and was unsteady on his feet. I smelled a strong odor of urine in the immediate area where Mr Walker was located.
I asked Mr [WITNESS #1] when he received the text message from the customer he replied approximately 1623 hours. I asked Mr [WITNESS #1] if he had security footage of the incident. Mr [WITNESS #1] replied yes and proceeded to show me the security footage on his cellphone which showed Mr Walker turn his body away from the public, face the building and perform mannerisms which would be consistent with a male lowering his pants to urinate. I observed Mr Walker performing mannerisms consistent with raising his pants after urinating, turn away from the building and face the public.
I advised Mr Walker he was under arrest for disorderly conduct, placed him in handcuffs, double-locked and check for fit. Mr Walker was searched incident to arrest (no contraband found), placed in the back seat of SPO Parmentier’s patrol vehicle and seat belted in.
SPO Parmentier transported Mr Walker to the Liberty County Jail (LCJ). SPO Parmentier advised me while he was en route with Mr Walker to the LCJ (about two minutes away), Mr Walker urinated in the backseat of his patrol vehicle.
Mr Walker was issued a citation (citation #109A00386) for disorderly conduct per city ordinance 12-2A14 and a criminal trespass warning at the request of Mr [WITNESS #1] (CT000000974). Mr Walker was released to the custody of the LCJ.
