On Friday December 31, 2021 at approximately 1422 hrs, I was traveling westbound on Ga 38 near veterans parkway monitoring traffic. While monitoring traffic I pulled next to a black Chevrolet Pickup truck pulling a trailer loaded with fencing material. I noticed the Georgia displayed tag on the vehicle had an expired registration sticker displayed and the windshield of the vehicle was broken across the entire windshield. I activated my emergency lights and siren to initiate a traffic stop on the vehicle. The vehicle slowed and turned left onto Veterans Parkway and then pulled into the Lowes parking lot.

I activated my body worn camera and made a driver side approach. I greeted the driver and requested his driver’s license and registration for the vehicle. The driver handed me a Georgia Identification card and he was identified to be Phillip Michael Hope. While I was speaking with the driver, I noticed the right front passenger appeared to be highly nervous while, I was speaking with the driver. Due to my knowledge training and experience, I also noticed scaring on her arms from what would be consistent with past Methamphetamines usage.

I radioed for Canine Deputy D. Coffman to assist with this traffic stop and asked Liberty County Dispatch to run the driver through GCIC/NCIC. Liberty County Dispatch advised the driver Phillip Michael Hope had an outstanding arrest warrant through Chatham County shortly after my request. I re approached the vehicle and requested the driver to step out and stand at the front of my patrol vehicle. While I was speaking with Michael Hope, Canine Deputy Coffman and Deputy J. Henning arrived on scene to assist with this traffic stop. Deputy Coffman deployed his narcotics trained canine (Hektor) and conducted a free air sniff on the vehicle. He advised his canine showed a positive alert to the odor of narcotics coming from the vehicle.

Stacy Love (right front passenger) and Candy Bacon (right rear passenger) were removed from the vehicle and searched briefly for contraband because they were females and we did not have a female officer available for a thorough search of their persons. Stacy Love was wearing a fanny pack on her waist and this item was removed. Inside the fanny pack, I located a small silver colored change purse with the name Stacy Love written on it. This change purse contained an orange straw with white residue inside and two clear plastic jewelers bags with white residue inside. I questioned Stacy about the substance and she told me the white residue was from her prescribed Alprazolam. Nothing else was located on her person. Nothing was located on Candy Bacon’s person at this time.

Liberty County Dispatch advised the arrest warrant was confirmed for Phillip Michael Hope and advised Chatham County wanted to place a hold on him. Hope was handcuff (double locked) without incident and searched incident to arrest. He was placed in the rear seat of my patrol vehicle until he could be transported to the Liberty County Jail.

Deputy Coffman and I conducted a hand search of the vehicle while Deputy Henning stood by with Stacy Love and Candy Bacon.

During a hand search of the vehicle Deputy Coffman located a glass mirror on the center console of the vehicle with a razor blade and white residue on the mirror. He also located a Marijuana Grinder hidden in the dash near the radio and a Swisher Sweets package containing 4 white pills (Tramadol, a Schedule IV controlled substance) behind the right passenger seat where Candy Bacon was sitting. I located a black sunglass case inside a brown leather purse. The black sunglass case contained a glass smoking device and a clear plastic bag of Methamphetamines. The brown purse these items were located in was sitting in the right front passenger floor board where Stacy Love was sitting. Inside this brown purse there were several items labeled with Stacy Love on them.

At this time Stacy Love and Candy Bacon were handcuffed (double locked) without incident and advised they were being placed under arrest for narcotics located inside the vehicle. They were briefly searched incident to arrest and placed into the rear seat of Deputy Henning’s patrol vehicle.

I notified On-Call Narcotics and was later contacted by Detective Sanders with the Liberty County Narcotics Unit. He was briefed and later arrived on scene. Detective Sanders photographed and took possession all evidence located on this traffic stop. The narcotics investigation was turned over to Detective Sanders at this time.

The vehicle was inventoried and was later removed from the scene by Liberty Towing.

All individuals were later transported to the Liberty County Jail. Upon arrival to the Liberty County Jail, Candy Bacon, Stacy Bacon and Phillip Michael Hope were released to on duty booking staff.

I was advised by Deputy Henning, when jail staff conducted a strip search of Stacy love, they located two small round containers hidden in her vaginal area. One container consisted of Methamphetamines and the other container consisted of blue crushed pills. These items were secured in a clear plastic bag. Narcotics Detective Sanders was notified and advised to place the Narcotics in the drop box located in the Sally port area of the Liberty County Jail and he would be enroute to retrieve the items.

A hold was placed on Phillip Michael Hope for the Outstanding arrest warrant through Chatham County and he was issued Two Uniform Traffic Citations for the following: Windshield violation and Poss and use of drug related objects. He was issued a warning for the tag decal missing from his Georgia displayed tag.

A hold was placed on Stacy Love for Possession of Methamphetamines and Crossing State/County guard lines with illegal substances. She was also issued one uniform Traffic Citation for Possession of Drug related objects. The Uniform Traffic Citation she was issued was forwarded to the Superior Courts of Liberty County.

A hold was also placed on Candy Bacon for Possession of a Schedule IV controlled substance.

My patrol vehicle and Deputy Henning’s patrol vehicles were cleared for contraband before shift and after transporting these subjects and no contraband was located. This case is closed with one arrest.
