On Sunday March 20, 2022 around 2300 hrs I was patrolling Mobley Rd headed towards County line Rd, I observed a White GMC Sierra 2500 (Ga tag [REDACTED]) pass my location in the opposite direction. As the vehicle passed my location I observed it not to have any rear tail lights. I turned around and attempted to catch up with the vehicle as it was traveling back towards Hwy 196. I could hear the loud exhaust on the vehicle as the vehicle passed, and as I turned around I could hear the driver accelerate. As I attempted to catch up with the vehicle I reached speeds over 70 mph and was unable to catch up with it.

As I approached the intersection of Mobley Rd and Hwy 196, I looked across the road and observed the vehicle on Wells Rd at a unknown high rate of speed and could hear the loud exhaust. The vehicle rounded the curve on Wells Rd and I lost sight of it. At this time I believed the driver of the vehicle was attempting to elude me.

I made a left turn onto Hwy 196 headed towards Wells Cementary Rd because I believed the drive was going to come back out at this location. I pulled over to the shoulder of the road just before Wells Rd and turned off all my lights. I immediately heard the vehicle coming towards the intersection of Wells Cementary Rd and Hwy 196. When the vehicle approached the stop sign the driver stopped and made a right towards my direction. Before the vehicle reached my location I activated my emergency equipment and turned around to conduct a traffic stop. As I was turning around I observed the vehicle pull off the roadway then quickly entered back onto the roadway. I was able to catch up with the vehicle and the driver pulled over on Manous Cir.

I conducted a driver side approach and made contact with the driver who I recognized as Mr. Christopher Tilley. I had prior knowledge Mr. Tilley’s drivers license was suspended. I asked Mr. Tilley to exit the vehicle and he complied. I asked Mr. Tilley why he accelerated when I turned around on him. He advised me he did not know I was the police. Due the prior knowledge of his drivers license being suspended I placed Mr. Tilley in double-lock handcuffs which were checked for fit.

While doing so Mr. Tilley advised there was nothing in the vehicle but a marijuana joint. I searched Mr. Tilley’s persons for weapons and contraband with no findings. While searching his persons I noticed his shirt was wet and smelled like beer. When I asked about it Mr. Tilley just stated he was having some family problems. Deputy Howell arrived on scene to assist. Mr. Tilley was placed in the rear of Deputy Howell’s patrol vehicle. Lt. Colvin arrived on scene to assist. I ran Mr. Tilley’s information through GCIC/NCIC and confirmed his license was suspended.

While searching the interior of the vehicle I located a chrome marijuana grinder in the cup holders in front of the center console. The top of the grinder was stamped like a real 1977 Eisenhower silver dollar. Next to the grinder I located a gold marijuana pipe with a plastic tube coming out. I also located the brown hand rolled marijuana blunt in a small storage space just below the radio.

Further search on the interior of the vehicle on the passenger seat was a clear plastic bag with a white powered substance which I suspected to be cocaine. Also on the passenger side I located a small orange water proof container. Inside the container I located a black digital scale labeled occur 8. While checking the back seat on the passenger side floorboard, I located several cold unopened Michelob Ultra Pure Gold 12 oz beers. All were still cold. As I searched the back seat I also located a empty 12 oz Michelob Ultra still cold to the touch. No further contraband was located.

All efforts were conducted to have a family member to pick up the vehicle but was unsuccessful. Deputy Howell transported Mr. Tilley to the Liberty County Jail and released him to the booking staff. Deputy Howell advised me the rear of his patrol vehicle was searched before and after transport with no contraband located.

The vehicle was released to Clark’s Towing.

Detective Pilon was notified and briefed and took all evidence to her at the Liberty County Jail. Detective Pilon completed a field test of the white powered substance. She advised me it tested positive for methamphetamine.
