On 10/26/2025, at approximately 0842 hours, I was dispatched to [REDACTED BY AGENCY] N Main St in reference to a domestic in progress.
Upon arrival, I observed a male subject, later identified as Cornelius Caswell, with a rag in his hand; it appeared he was attempting to wipe a female subject’s face, who he had cornered against a tree; she was later identified as [REDACTED BY AGENCY].
Upon seeing my arrival, Ms [VICTIM #1] ran away from Mr. Caswell. I exited my patrol vehicle and commanded Mr Caswell to talk to Officer Parmentier 193, who arrived on scene to assist; however, Mr Caswell took off running in an attempt to evade Officer Parmentier and me.
A foot chase ensued. Mr Caswell fell to the ground. He was commanded by Officer Parmentier and me to stay where he was, but he refused. He got up from the ground, and said to Officer Parmentier, “f*ck you”. Mr Caswell continued to run but fell to the ground again.
Officer Parmentier and I caught up to Mr Caswell and told him to place his hands behind his back as he was on the ground in the prone position. Mr Caswell refused our command and attempted to get up off the ground again. In a use of force, I drive stunned Mr Caswell one time in his lower back, which caused him to comply. Mr Caswell was detained in handcuffs and placed in the back of Officer Parmentier’s patrol vehicle.
Ms [VICTIM #1] stated she and Mr Caswell were involved in a verbal altercation during which he walked up to her and head butted her in the mouth; I observed an open wound to her upper lip and bruises on her bottom lip. She stated he then grabbed her by her neck with both hands, picked her up, and pushed her onto the kitchen wall.
Ms [VICTIM #1] stated she was unable to breathe or swallow. I observed a red bruise on the left side of her neck. Ms [VICTIM #1] told me she was on the phone with 911 dispatch when she attempted to walk away from Mr Caswell. Ms [VICTIM #1] stated Mr Caswell would not allow her to leave. Ms [VICTIM #1] explained Mr Caswell stood in front of her and cornered her between the kitchen stove and wall.
Ms [VICTIM #1] told me she was able to get by Mr Caswell and exit the residence. Ms [VICTIM #1] stated after she got outside Mr Caswell followed her. She stated he pushed her up against a tree and was attempting to wipe the blood from her mouth. Ms [VICTIM #1]’s three children were inside the residence during the altercation.
[REDACTED BY AGENCY] (age 7) witnessed the physical altercation between his mother and father. The juvenile stated Ms [VICTIM #1] was in the kitchen about to make his breakfast when Mr Caswell headbutted Ms [VICTIM #1] and put his hands on her.
I made contact with the other two children in the residence. The two other juveniles, [REDACTED BY AGENCY] (age 12) and [REDACTED BY AGENCY] (age 14), stated they did not see what happened; however, they heard the altercation between Ms [VICTIM #1] and Mr Caswell.
I made contact with Mr Caswell and read him his miranda rights while he was detained in Ofc Parmentier’s vehicle. Mr Caswell agreed to talk to me. I then asked Mr Caswell his version of what took place. He stated they had a physical fight, and they both put their hands on each other. Mr Caswell stated he does not recall striking Ms [VICTIM #1]’ lip with his forehead. Mr Caswell confessed to me he grabbed Ms [VICTIM #1] by the neck with his right hand.
Mr Caswell was charged with Aggravated Assault (strangulation), Battery Fva, Obstruction, Cruelty to Children 3rd Degree(x3), and False Imprisonment; he was seatbelted in the back of Officer Parmentier’s patrol vehicle and transported to the Liberty County Jail where he was released to jail staff.
A victim rights pamphlet was issued to Ms [VICTIM #1] with information on how to obtain a copy of this report.
