On 12/3/25 at 1307 hrs I was disptached to the area of the traffic circle on Memorial Dr and N Main St in reference to a black male being shot.

I arrived on scene and observed a black male, later identified as [VICTIM #1], on the ground with the upper part of his body on the back driver side seat and the lower half of his body outside of the vehicle. Lt Greer (172) and I pulled Mr [VICTIM #1] out of the vehicle and started providing first aid until Hinesville Fire Department first responders arrived. The Hinesville Fire Department followed by EMS arrived on scene and assumed treatment of Mr [VICTIM #1]. Mr [VICTIM #1] was transported to the hospital where he was later pronounced deceased.

While on scene I spoke to a witness, Ms [WITNESS #1]. She stated she did not hear any gun shots but did observe the white Kia Rio on top of the curb and Mr Jared Elmore, who was later identified as the owner of the vehicle, brushing himself off. Ms [WITNESS #1] stated she also observed Mr [VICTIM #1] laying on the ground and silver pickup truck in the traffic circle flower bed area. She stated she did not know the make and model of the truck and was unsure of the direction of travel.

Detectives arrived on scene and assumed the investigation.

While on scene I maintained a crime scene log of everyone coming in out of the scene. The log was later handed over to the detective’s division.
