On February 7, 2022 shortly before 1434 hours, I was traveling southbound on Hwy 17 just north of Exit 67. I observed a black GMC Sierra (GA tag: [REDACTED]) traveling northbound on Hwy 17, pass my location with a tinted windshield. I could not see the occupants in the vehicle. I made a u-turn and proceeded after the vehicle.

Upon approaching the rear of the vehicle, I conducted a status check of the license plate on the vehicle. The license plate query revealed the owner of the vehicle had a suspended driver’s license for failure to appear. The violation date was 4/23/21 and the suspension date was 9/17/21. A traffic stop was initiated on the vehicle, with the vehicle stopping on the shoulder of Frazier Drive at Hwy 17.

Upon approaching the vehicle, I observed the driver to be the registered owner. I advised the driver of the reason for the traffic stop and he stated he was going to have the tint on the front windshield removed. I then proceeded to the front passenger’s window and had the driver let it down halfway. I placed my tint meter on the window with a reading of 5%. I requested a driver’s license from the driver at this time. The driver stated he did not have his license with him and stated it was suspended. I requested and received the front seat passenger’s driver’s license and returned to my patrol vehicle.

I conducted a status check of the driver’s and passenger’s license and wanted status via dispatch. Dispatch advised the driver had a suspended driver’s license and was not wanted, and the passenger had a valid driver’s license and was not wanted. I returned to the vehicle and had the driver exit it.

The driver, Mr. Lopez-Sanchez, was placed under arrest and in double locked handcuffs which were checked for fit. He was searched incident to arrest and no weapons and/or contraband was located. He was placed in the rear seat of my patrol vehicle for transport. The rear seat of my patrol vehicle had been searched after my last transport, and no contraband was found.

Mr. Lopez-Sanchez was transported to the Liberty County Sheriff’s Office for further processing. The vehicle was released on scene to the front seat passenger, Ms. [REDACTED], at Mr. Lopez-Sanchez’s request. I searched the rear seat of my patrol vehicle after transport, and no contraband was found. Mr. Lopez-Sanchez was cited for window tint violation and driving with a suspended driver’s license.
