On Saturday, April 25, 2026, at 0001 hours, I was assisting Chief Reed (Walthourville PD) in a safety checkpoint. A black Chevrolet Suburban pulled up to my location. I asked him for his driver’s license which he provided to me. I could smell a strong odor commonly associated with an alcoholic beverage emitting from the driver, Mr. Darrell Campbell’s breath as he was speaking. His eyes were bloodshot red and he had a slurred speech. I asked him how much alcohol he consumed and he stated he had a “few beers”. I asked him to step out of the vehicle which he did.

I asked him if he would do Standardized Field Sobriety Testing to ensure he was ok to drive, and he stated yes. The Field Sobriety was conducted on flat and level black top road with no surface defects detected. Lighting conditions were blue lights, and my flash light. The results from testing are as follows:

Horizontal Gaze Nystagmus (explained)
1)Lack of smooth pursuit present in both eyes.
Mr. Campbell was unable to follow instructions past this point.

Walk and Turn (explained and demonstrated)
1) Unable to maintain balance.
2) Starts too soon.
3) Steps off line.
4) Misses heel to toe.
5) Improper turn

Mr. Campbell was very unstable on his feet and he almost fell during the exercise. At this point I determined he was a fall risk and I did not continue the exercise.

I asked him if he would provide a breath sample using my department-issued Preliminary Breath Tester and he stated yes. The results were positive for ethyl alcohol (.158). At this time, I placed him in double locked handcuffs that were checked for fit. I searched his person incident to arrest for contraband with none being located. I read him the Georgia Implied Consent Notice For Suspects over the age of 21 from my green Implied Consent card on the scene. The driver refused the state administered breath test and a legal blood draw.

The vehicle was released to a licensed driver by the name of [REDACTED BY AGENCY] at Mr. Campbell’s request.

I placed him in the back seat of my patrol car and seat-belted him in. I transported him to the Liberty County Jail and turned him over to the jail staff. He was cited for DUI. The back seat of my patrol car was searched and cleared of contraband before and after transport.
