Officer’s Narrative:

On 02/21/26 at approximately 0016 hours, I was dispatched to [400 BLOCK] Lancaster Loop in reference to a hit and run. The complainant advised someone struck her neighbor’s car and left the scene.

On scene I made contact with the complainant, [REDACTED BY AGENCY], who stated her friend (Deshawn Collins) was driving them home when he drove past her house. She stated Mr. Collins put the car in reverse and began driving backwards before hitting her neighbor’s vehicle (Chrysler Pacifica/ GA Tag: [REDACTED BY AGENCY]). I completed an accident report in reference to this incident.

Prior to making contact with Mr. Collins, I noticed he was having a hard time standing upright and had to lean against a vehicle to keep his balance. While speaking with [REDACTED BY AGENCY], I heard someone yelling from the driveway of [400 BLOCK] Lancaster Loop. I paused my interview to address the male.

I made contact with the neighbor [REDACTED BY AGENCY] who resides at [400 BLOCK] Lancaster Loop. [REDACTED BY AGENCY] was yelling: “he almost killed me earlier today”. Mr. Richard Michalowicz was attempting to calm [REDACTED BY AGENCY] down as I interviewed him. [REDACTED BY AGENCY] was upset and advised the vehicle that was struck belonged to his mother-in-law [REDACTED BY AGENCY].

During my interview with [REDACTED BY AGENCY], Mr. Michalowicz stated he was asleep and acted surpised when [REDACTED BY AGENCY] mentioned [REDACTED BY AGENCY] called 911. I asked [REDACTED BY AGENCY] if he saw what happened to which he said he has video footage. I asked [REDACTED BY AGENCY] to if I could view the footage. It took [REDACTED BY AGENCY] a moment to pull up the video so I continued my investigation.

I observed the damage to [REDACTED BY AGENCY] vehicle which was struck in the front driver bumper/ headlight area. The vehicle appeared to have minor damage with the driver side steer tire being moved from its original position.

[REDACTED BY AGENCY] showed me video footage of the incident that was captured on his doorbell camera. The videos shows Mr. Collins’ vehicle (gray Dodge Durango) traveling quickly in reverse and striking a Chrysler Pacifica which was parked on the shoulder of the road. The impact caused Mr. Collins’ vehicle to go airborne for a moment before landing and continuing to reverse down Lancaster Loop out of frame. The impact shifted the Pacifica from its original position. The video will be digitally attached to this report.

I spoke with [REDACTED BY AGENCY] to continue my interview, I asked Ms. [WITNESS #1] who was in the vehicle. [REDACTED BY AGENCY] stated she, [REDACTED BY AGENCY], and Mr. Michalowicz were in the vehicle. I told [REDACTED BY AGENCY] Mr. Michalowicz lied about his presence in the vehicle. [REDACTED BY AGENCY] said: “I know he did, I heard him”.

I requested Mr. Michalowicz’s driver’s license and he stated: “you know me man”. Mr. Michalowicz stated he would provide his OLN (operator license number). Mr. Michalowicz sighed as if reluctant to provide his information. I told Mr. Michalowicz he was in the car so I needed his information for the report. Mr. Michalowicz then said: “I was in the car?”, “I wasn’t in the car, I was in the house asleep”. I told Mr. Michalowicz Ms. [WITNESS #1] advised me he was inside the vehicle and he stated: “well she lied to you go arrest her”. Shortly after, Mr. Michalowicz said: ” I’m playing bro”.

I spoke with Mr. Collins regarding the incident. Mr. Collins’ speech was slurred and slow throughout the interview and he could not provide a coherent statement about how the accident occurred. I could smell the odor of an alcoholic beverage coming from Mr. Collins’ person and observed a wristband on both of his wrists commonly given out at bars or clubs to indicate a subject is over 21.

I asked Mr. Collins if he had been drinking tonight and he stated, “I had two beers earlier”. I asked Mr. Collins what earlier meant and he stated, “about 10:30”. I asked Mr. Collins if he would submit to field sobriety testing and he stated no. Mr. Collins was placed under arrest for driving under the influence and reckless driving.

While conducting my investigation, Scpl Roberts (156) observed a can of Heineken beer in plain view inside Mr. Collins’ vehicle (2021 Dodge Durango/ ga tag: [REDACTED BY AGENCY]). Scpl Roberts observed a can of Heineken beer in the center cup holder and after the driver’s door was opened, he observed another beer can in the driver’s door compartment.

The arrest consisted of the subject being placed in handcuffs which were double locked/ checked for fit. Mr. Collins was searched and placed in the back seat of my patrol vehicle where he was seat belted for transport. I read Mr. Collins the Georgia implied consent notice for subjects aged 21 and over and requested a blood sample. Mr. collins refused to provide a sample.

I transported Mr. Collins to the Liberty County Jail where he was released to the jail staff without incident. I issued citations 184A00025-27 for DUI Refusal, Reckless Driving, and Open Container. Mr. Collins was explained the citations several times which he would not sign.

I then issued a DDS-1205 form for license suspension which Mr. Collins also refused to sign.

An investigation for false statements is ongoing at this time.
