CRIMINAL ATTEMPT TO COMMIT A MISDEMEANOR

On 04/03/2022 at 1530 hrs, I was dispatched to 500 East Oglethorpe Highway (Va Clinic) in reference to assist other agency. Central advised ems was requesting law enforcement 10-18 (emergent).
When I arrived on scene, I made contact with ems who stated the female in the passenger seat of a 2014 silver dodge charger bearing a Ga temporary tag of [REDACTED] was in a poor mental state, and being combative. I spoke with Ms Dominique Daughtry who stated she just got in the car with her friend, Darah Wells to go to dairy queen. She stated Darah pulled over and “locked up” so she called ems. She stated she was unsure what was going on. Darah had pin point pupils and appeared to be under the influence of a substance. I asked Darah if she had consumed any substance so we could properly help her. She stated no. I asked Darah if she would go with ems and she stated she did not need ems. I asked Darah if Ms Daughtry could drive her vehicle to take her to the hospital and she stated yes.
I asked Ms Daughtry for her license for the report and to ensure she was licensed to drive to which she complied. I returned to my patrol vehicle (officer Moore 126 stood by with Ms Daughtry and assisted ems) and used my mobile data terminal (MDT) to check Ms Daughtry through GCIC/NCIC. I received a return stating Ms Daughtry had a warrant out of the Hinesville police department (HPD) for criminal attempt to commit a misdemeanor for possession of marijuana. I had central send the information to the Hinesville police department to confirm the warrant
At this time I observed Darah being placed on the stretcher. I exited my patrol vehicle and ems asked for Ms Darah’s license. I opened Darah’s purse to look for her license when I observed a clear ripped plastic bag containing a white crystal substance tied with a small black rubber band. I stopped what I was doing and had Sgt Greer (172) call the on call narcotics officer. Sgt Greer told me the narcotics division stated to collect the evidence and they will follow up on a later date after the GBI test results were received. I informed ems there was narcotics in the vehicle and Darah could be experiencing a drug overdose.
As I was walking back to the vehicle ems requested an officer to assist them because they wanted to give Darah Narcan however, she was being combative. I observed Darah kicking, punching and attempting to headbutt ems staff. I placed my hand on Ms Darah’s head to keep her from hitting anyone and ems used Narcan. Darah calmed down and I exited the ambulance.
HPD notified me that the warrant for Ms Daughtry was valid and to place a hold (see supplemental report to case number 210311842).
A search of the vehicle was conducted due to the found contraband. Under the floor mat of the driver side floor board was a brown cigar containing a green leafy substance. In the purse with the ripped clear plastic bag containing a white crystal substance was also two blue circle pills imprinted with m30 and a rolled1 dollar bill containing a white residue on it. All evidence was secured in my patrol vehicle until it was placed in drug evidence locker number 1 for safe keeping and testing.
The vehicle was secured and I contacted the registered owner, Ms [REDACTED]. She stated her other daughter, Ms [REDACTED] was enroute to HPD to pick up the keys to the vehicle.
They keys were released to Ms [REDACTED].
All evidence was secured in temporary drug evidence locker 1 for safe keeping until sent to GBI for testing.
My department issued BWC was active for the duration of this call.
