On February 2nd, 2026 at approximately 1226 hours, Lt. Geoffrey Harriman, Deputy Ryan McGowan and I were finishing up our lunch at Surcheros Fresh Mex (755 W Oglethorpe Hwy #115). We observed a black male wearing gray sweatpants and brown jacket squat down in the parking lot into a position as if he was defecating, with his exposed buttocks facing GA38. He then stood up after a brief pause and pulled his pants up and started walking towards the other stores near Surcheros. I exited the restaurant, and walked across the parking lot towards where the male squatted down. I observed a fresh pile of human feces up against the curb, approximately 50 feet from GA38.
I noticed the male entered the High Life Tobacco shop next to Surcheros. I entered the establishment behind him and made contact with him. I immediately placed him under arrest for Public Indecency and into double locked handcuffs. The handcuffs were checked for fit, behind his back. I escorted the male, identified as Donald Riles, to my patrol vehicle. I retrieved gloves from my vehicle and conducted a search of Mr. Riles person, no contraband was located.
I placed Mr. Riles in the rear seat of my patrol vehicle and seat belted in. A video was recorded on my Axon body camera of the entire event including a video of the human feces.
Mr. Riles was transported to the Liberty County Jail. Mr. Riles was released to booking staff, where he is pending his first appearance. The rear seat of my patrol vehicle was searched prior to and after transport. A warrant will be secured through Liberty County Magistrate for Mr. Riles.
