On 11/29/25, at 13:46 hours, Lt. Greer #172 and I responded to [100 BLOCK] Deal St, in reference to a report of Shots fired. Dispatch advised the caller stated her puppy was shot by a neighbor and they have video footage of it.

Upon my arrival, I spoke with the complainant, [WITNESS #1]. Ms. [WITNESS #1] stated her neighbor at [100 BLOCK] Deal St shot her dog in the face. She stated a couple of years ago, her neighbor shot her roommate’s dog as well. I checked the police department’s reporting system and located the incident Ms. [WITNESS #1] was referring to. See case number 240103132 for details.

The puppy was a lab poodle mix and was inside the residence in a kennel. The puppy had an injury, consistent with being struck by a small projectile, on the right side of his nose, below his right eye. Pictures were taken and I have attached the pictures to this report. The dog was very friendly even after being injured.

I observed video footage which showed the neighbor, Jadawn McGirt, walking out his side door with a black rifle. Mr. McGirt walked past his truck. About a minute later, it sounded like someone may have called the dog, then a dog is heard barking. A shot is heard, then a dog is heard yelping, as the dog is seen running back into the camera view into its backyard. Mr. McGirt came back around the house and went back inside while holding the rifle. The shot heard sounded like it may have been a pellet rifle.

I spoke with Mr. McGirt who admitted he shot the dog. Mr. McGirt stated he can shoot any animal that came into his yard. Mr. McGirt provided video showing the dog had been in his yard and I confirmed the time was accurate. The dog was in Mr. McGirt’s yard a few minutes prior to him going outside and shooting it. Nothing indicated the dog was in any way aggressive.

I asked Ms. [WITNESS #1] to send me a copy of the video I had seen and gave her my work email. I gave Ms. [WITNESS #1] the case number and a victim’s rights pamphlet.

The investigation continues.
