Vehicle 2 was traveling northbound through the parking lot at 301 West General Screven Way, Taco Bell. Vehicle 1 was traveling behind Vehicle 2. Vehicle 2 came to a stop, waiting to make a right turn onto West General Screven Way. Vehicle 1 stopped behind Vehicle 2. Vehicle 2 started to move forward and stopped again due to traffic coming towards Vehicle 2. Vehicle 1 started to move forward and impacted with Vehicle 2. Vehicle 1 then left the area.
Driver 2 stated he was traveling northbound through the parking lot at 301 West General Screven Way, Taco Bell. He came to a stop, waiting to make a right turn onto West General Screven Way. He saw an opening, so he started to move forward. He then saw traffic coming, so he stopped again. This is when Vehicle 1 impacted with his vehicle. He got out of his vehicle and spoke to Driver 1. He said he told Driver 1 that they needed to move into the driveway at 251 West General Screven Way, Marathon. He pulled into the parking lot at 251 West General Screven Way, but Vehicle 1 continued eastbound on West General Screven Way and left the area. He did provide a tag number for Vehicle 1, GA tag #[REDACTED]. He described the driver as a black male with a full beard.
I then went out to the residence for Driver 1 and spoke to him. Driver 1 said that he had never been involved in any accident with any vehicle. He advised that he was at 301 West General Screven Way, Taco Bell. The vehicle in front of him stopped and its four way flashers came on. He got out and spoke to the driver. The driver then got back into his vehicle and drove to 251 West General Screven Way. He turned around and headed westbound on West General Screven Way because he was DoorDashing.
On 9/25/2025 at 11:39 A.M., I received an email from Driver 1 with 2 videos attached. The first one shows Vehicle 2 getting impacted by Vehicle 1. The next one shows Driver 1 and Driver 2 talking and Driver 1 stated he was sorry and that he was looking in the other direction.
I will be obtaining warrants for Driver 1 for the unsafe start of a stopped vehicle as per Georgia Code 40-6-122, leaving the scene of an accident as per Georgia Code 40-6-270, and failure to change address within 60 days as per Georgia Code 40-5-33.
Supplemental report added by Officer Gregory Joseph on 9/27/2025 at 5:45 P.M. On 9/27/2025 at 5:00 P.M., I went out at [800 BLOCK] Veterans Parkway Apt [REDACTED] to try to serve warrants on Driver 1. I placed Driver 1 under arrest. I then transported Driver 1 to the Liberty County Jail. Driver 1 was turned over to jail staff for the booking process.
I gave a copy of this report to the front desk clerk so Driver 1 could be removed from GCIC/NCIC.
The arrest and transport of the suspect followed department protocol consisting of the suspect being searched, handcuffs being applied, checked for proper fit, and double locked. The suspect was placed in the back seat of my patrol car and was seat belted in for transport. The vehicle was searched prior to and after transport with no contraband found.
