On September 3, 2026, I, Officer Saenz, badge #411, and Officer C. Warren, badge #410, responded to 245 Slaten St. in reference to a report that a male, identified by photograph by [VICTIM #1] as James Scriven, had returned to the store. Store staff had previously requested that Mr. Scriven be trespassed from the property due to his behavior during previous visits. This incident was documented under case number WPD26094171.

Upon arrival at approximately 2241 hours, I made contact with the complainant, [VICTIM #1]. Ms. [VICTIM #1] stated that Mr. Scriven had left the area approximately five minutes prior and was traveling on Slaten St. Ms. [VICTIM #1] described Mr. Scriven’s vehicle as a gold-colored Toyota Corolla with a white front bumper and stated that the vehicle possibly displayed a license plate beginning with “[REDACTED].” Officer Warren and I returned to our marked patrol vehicle and searched the surrounding area for the described vehicle. We were unable to locate the vehicle and returned to the store, where we again made contact with Ms. [VICTIM #1].

Ms. [VICTIM #1] informed officers that she had obtained video footage depicting Mr. Scriven brandishing a weapon. Ms. [VICTIM #1] showed officers the video, which depicted what appeared to be a male wearing blue pants and a black long-sleeve shirt standing on the driver’s side of a light-colored, sedan-type vehicle parked in front of the High Life Smoke Shop. The male was observed swinging what appeared to be a rifle-type weapon with a curved magazine. The male could be heard shouting, “I’m fully loaded, bit*h, let’s go.”

The video continued and showed what appeared to be Walthourville Police vehicles, including one marked patrol vehicle and one unmarked vehicle, driving toward the vehicle. The camera then focused back on the vehicle and appeared to show the male already seated inside. Officers appeared to make contact with the male, after which the vehicle drive off down Slaten St. Ms. [VICTIM #1] stated that Mr. Scriven had returned to the store through the drive-through and smiled at her. Ms. [VICTIM #1] stated that she followed instructions previously provided to her and immediately contacted 911.

Officers were also made aware that, during the initial incident on August 28, 2026, the male identified as James Scriven had pointed the weapon at [VICTIM #2]. Mr. [VICTIM #2] was nearby at the time officers were speaking with Ms. [VICTIM #1]. I subsequently made contact with Mr. [VICTIM #2].

Mr. [VICTIM #2] stated that on Friday, August 28, 2026, he was attending a car meet at the High Life Smoke Shop when he was informed that a customer inside the store was causing problems. Mr. [VICTIM #2] stated that the customer was the same male Ms. [VICTIM #1] had been arguing with inside the store, whom he identified as James Scriven. Mr. [VICTIM #2] stated that he and two other males entered the store and assisted Mr. Scriven out of the store. Mr. [VICTIM #2] stated that he observed Mr. Scriven leave the area but later return and pull into the front of the store. Mr. [VICTIM #2] described Mr. Scriven’s vehicle as an older Toyota Corolla, possibly silver in color. Mr. [VICTIM #2] stated that when Mr. Scriven exited the vehicle, he was holding a weapon that appeared to be an AK-style rifle without a stock. Mr. [VICTIM #2] stated that Mr. Scriven was waving the weapon around before stopping and pointing the barrel in the direction of Mr. [VICTIM #2].

Officers continued searching for the described vehicle. The vehicle was further described as an older, gold-colored Toyota Corolla with a white front bumper. While checking Coastal Woods Mobile Home Park, officers located a vehicle matching the description parked with the vehicle turned off in the yard of Lot [REDACTED]. Officers made contact at the property and observed a male seated inside the vehicle on the driver’s side. The vehicle displayed Georgia license plate [REDACTED]. The male seated inside the vehicle appeared to match the photograph of James Scriven previously identified by Ms. [VICTIM #1].

Mr. Scriven was informed that he would be issued a trespass notice but would need to provide identification. Mr. Scriven refused to identify himself. When asked what had occurred at the smoke shop, Mr. Scriven stated, “I just went down for some smokes.” Mr. Scriven continued by stating that he did not need to be provided with a notice and that, if he was told to stay away from the store, he would do so. Mr. Scriven continued to refuse to provide identification.

A second officer was requested to respond to the scene. Lt. Colvin with the Liberty County Sheriff’s Department arrived and was briefed on the circumstances. Lt. Colvin also requested that Mr. Scriven identify himself. Mr. Scriven continued to deny any wrongdoing. When asked what had occurred at the smoke shop during the previous week, Mr. Scriven stated that he had gone to the smoke shop and was “pressed” by three men. At this time, Mr. Scriven was not detained or under arrest.

Lt. Colvin was provided with the circumstances of the incident and the evidence documented and obtained by officers, including the statements provided by Ms. [VICTIM #1] and Mr. [VICTIM #2], the video footage depicting the male with what appeared to be a rifle-type weapon, and the vehicle information.

Based on the totality of the circumstances, officers placed Mr. Scriven under arrest. Mr. Scriven was transported to the Liberty County Jail. He was searched prior to and after transport, and no contraband was located. Upon arrival at the jail, the booking process was delayed because Mr. Scriven continued to refuse to identify himself. Officer Warren subsequently obtained identifying information for Mr. Scriven from jail staff.

During the investigation, Mr. Scriven did admit to driving to the High Life Smoke Shop on September 3, 2026. A records check of Mr. Scriven’s information showed that his driver’s license was currently suspended.

A case card was provided to both parties and was informed the report would not be done for 3 to 5 business days.
