On Saturday, August 30th, 2025 around 04:28 hours, I was dispatched to 70 Wallace Martin Dr., Clarion Pointe Hotel. Upon arrival on scene, I activated my body worn camera and made contact with them complainant, Ms. [WITNESS #1].
She stated there was a black male around the back side of the hotel, half dressed, and appeared to be under the influence. As I came around the building, I observed a black male, standing inside the door to the hotel, dressed in all black. I motioned for the male, later identified as Mr. Roach, to come outside. As he came outside, he seemed to be under the influence, slurring his words and his eyes were blood shot red. He leaned against the building, as if he was trying to stay upright. While speaking to him I asked him if he was under the influence of any illegal narcotics and he stated no. I asked him if he consumed any alcoholic beverages and he stated yes. While speaking to him I could smell an extremely strong odor of alcohol coming from his person.
I began asking him what he was doing and he stated he was trying to find himself. He advised he would explain it but most people wouldn’t understand where he was coming from. I asked him to walk to the front of the building and stand in front of my patrol car. As Mr. Roach began walking with Dep. Womack, I returned to the side entrance of the hotel and spoke with two females who appeared to be visibly uncomfortable. They had a blank stare on their face and stated the male seemed to have some mental issues. They stated when they made contact with him he was completely naked, exposing his genitals.
At this time we made it to the front of the hotel and I made contact with Ms. [WITNESS #1] again. She stated about an hour prior Mr. Roach came in, from the club and scared her. She stated he seemed to be highly intoxicated and was talking out of his mind. She stated he was wearing fish nets, and a skirt barely one inch long. She advised several guests approached her stating there was a naked male walking the hallways and one of the complainants was with her six year old daughter.
While on scene, I was unable to make contact with anyone who reported the situation to the front desk other than the two females who wished to remain anonymous. During the course of my investigation I reviewed video footage provided by the hotel. Around 03:15 hours, Mr. Roach arrives at his hotel room. At about 03:48 hours he came out of his room, kneeling in the hallway with a fishnet tank top and a skit, barely concealing his genitals. He kneeled in the hallway for a few minutes. While kneeling there, on camera, you could clearly tell Mr. Roach had an erection. Let it be noted moments before Mr. Roach was seen on camera, multiple kids were running up and down the hallways. There was also a women and her kids walking throughout the halls.
I determined throughout the investigation and observing the way Mr. Roach was dressed he appeared to be in a lewd appearance, partially exposed. During the video recording you can see what appears to be Mr. Roach’s p*nis exposed. Whether it was covered by material or not is unsure due to the lighting of the video and Mr. Roach being a black male wearing all black. However, you can tell it was his p*nis showing.
I returned to my patrol car where Dep. Womack was standing by with Mr. Roach. I placed Mr. Roach in double locked handcuffs, checked for fit and searched incident to arrest. Dep. Duverge transported Mr. Roach to the Liberty County Jail, where he was turned over to the booking staff. Deputy Duverges’ patrol vehicle was search before and after transport with no findings.
Warrants were secured for the charges of public intoxication due to him walking around the hotel, under the influence of alcohol. A warrant was also secured for Public Indecency due to the outfit he was wearing exposing his genital area while in a hotel, at the time of this incident multiple kids and adults encountered him and confronted the front desk about the issue.
