On Saturday, January 4th, 2025 at 01:03 hours, I was dispatched to [REDACTED BY AGENCY] in reference to a fight.
I arrived on scene at 01:10 hours and observed three males in the rear parking lot, yelling and arguing with another male. When I exited my vehicle, I made contact with, Mr. Jermaine Farrell, who advised he had an altercation with an unknown male in Apartment [REDACTED BY AGENCY]. Mr. Farrell stated the other three males were chasing him around, attempting to jump him. Mr. Farrell’s face had blood on it along with a bloody lip. He stated the three males chasing him did not hit him.
I spoke with the other parties, Mr. [VICTIM #1], Mr. [VICTIM #2] and Mr. [VICTIM #3]. They stated they arrived at Apartment [REDACTED BY AGENCY] and Mr. Farrell came out of the residence with a knife. He began chasing them around the apartment complex with it. They advised Mr. Farrell still had the knife when I arrived. I did not observe Mr. Farrell with the knife and was unable to locate the knife on scene.
I spoke with the residents of Apartment [REDACTED BY AGENCY], Ms. [REDACTED BY AGENCY] and Ms. [REDACTED BY AGENCY] They stated Mr. Farrell became belligerent and grabbed a knife from the dishwasher. They explained after he obtained the knife he began approaching [REDACTED BY AGENCY] with the knife. [REDACTED BY AGENCY] advised she was able to push him out of the residence. After she removed Mr. Farrell from inside, he began chasing the three males in the hallway with the knife. I provided all parties with a copy of the case report number and advised on proper follow up procedures.
During my time on scene Mr. Farrell continued to raise his voice and attempt to walk away from Lt. Freeman (987), Sgt. Tilley (923) and myself. Mr. Farrell attempted to walk away from Sgt. Tilley, who placed Mr. Farrell into double locked handcuffs behind his back and checked for fit. Sgt. Tilley escorted him to the back of my patrol vehicle and performed a thorough pat search. Mr. Farrell was placed inside the rear of my patrol car. While in the rear of my patrol car, Mr. Farrell began kicking and thrashing around in the seat, attempting to get out. During this incident Mr. Farrell’s colostomy bag opened, spilled onto himself and the rear of my patrol car.
Mr. Farrell was placed under arrest for disorderly conduct and transported to Liberty County Jail. Detective Mapp (949) was notified and briefed on this incident regarding the possible Aggravated Assault. During transport Mr. Farrell was very agitated and screaming. When I opened the rear door to my patrol car, Mr. Farrell jumped out and refused to walk into the booking area. Sgt. Tilley and I physically placed him into the restraint chair. Once seated he began to resist by fighting with the booking staff, Sgt. Tilley, Sgt. Carter (933), Deputy Jarrett (945) and myself. While attempting to secure Mr. Farrell in the chair, he kicked Sgt. Carter in the abdomen, knocking her to the ground. During this time he also kicked the assisting Jail staff and myself.
Sgt. Tilley deployed his county issued taser into Mr. Farrell’s right thigh to gain control. After the taser deployment Mr. Farrell began to comply. He was secured into the restraint chair and placed in a cell. Mr. Farrell was charged with Felony Obstruction for kicking Sgt. Carter. My BWC was activated during the interactions with Mr. Farrell. My patrol vehicle was searched before and after transport with no findings
