On 12/22/2021 while patrolling the area of HWY 84E near Martin Rd, I observed a Black Ford Expedition (GA Tag [REDACTED]) traveling westbound in the #1 lane. The driver had a dog in his lap and I could see that his focus was not on the roadway. I activated my emergency equipment and initiated a traffic stop.
I approached the driver, later identified as Mr. Jonathan Campen, and explained the reason for the stop. I requested his license and he complied. I returned to my patrol vehicle and conducted GCIC/NCIC inquiries on the GA tag and Mr. Campen’s license status. The results of the license inquiry were that he was wanted out of 4 states (Oregon, Idaho, Texas, and Florida). I asked dispatch to send hits to all states. Texas responded and placed a hold.
I returned to Mr. Campen and informed him he was under arrest for the warrant. I asked him to step out. I searched, handcuffed, checked for fit, double locked and escorted Mr. Campen to my patrol vehicle. I allowed him to contact several friends and family to have someone pick up both the vehicle and the dog. [REDACTED] arrived and picked up both.
I transported Mr. Campen to Liberty County Jail where he was cited for distracted driving and held for the warrant. I released custody of Mr. Campen to the booking officers.
Prior to the beginning of shift I searched the rear of my patrol vehicle with no contraband being found.
