On January 27, 2026, at approximately 1353 hours, I responded to Interstate 95 (GA 405) near the 78-mile marker in reference to a hit-and-run crash that had occurred near the 70-mile marker.
Upon arrival, I made contact with the complainant, Mr. [VICTIM #1], who stated he was traveling northbound on Interstate 95 in the middle lane near the 70-mile marker when a truck pulling a car trailer attempted to change lanes from the slow lane into his lane of travel. Mr. [VICTIM #1] advised the other vehicle was slightly ahead of him, with the trailer positioned next to the cab of his vehicle. When the other vehicle attempted to change lanes, the rear driver’s side of the trailer struck the passenger side of his truck cab near the front wheel and the side compartment beneath the passenger door.
I observed damage to Mr. [VICTIM #1]’s vehicle, including a hole in the yellow plastic paneling and horizontal scratches and gouges along the passenger side of the cab. Mr. [VICTIM #1] was able to provide an MC (Motor Carrier) number of 915246. A search of this number through the FMCSA Safer Web Portal revealed the vehicle to be registered to RAH Transport Inc., located at 1079 W. Round Grove Rd., Suite 300, Lewisville, Texas 75067.
Mr. [VICTIM #1] stated he followed the vehicle after the collision until he was advised by the Liberty County 911 Center to pull to the side of the roadway, stop, and wait for law enforcement. Mr. [VICTIM #1] stopped at the 78 north mile marker.
While on scene with Mr. [VICTIM #1], I was advised by the Liberty County 911 Center that the suspect vehicle had been stopped by the Bryan County Sheriff’s Office at the 91 north mile marker in reference to a BOLO that had been issued. Deputy Wilson remained on scene with Mr. [VICTIM #1] to collect additional information and complete the crash report, while I responded to the Bryan County location.
Upon arrival at the 91 north mile marker, I observed a black Ford F-250 bearing Texas tag [REDACTED], pulling an approximately 25-foot car trailer bearing Texas tag [REDACTED]. A black Toyota SUV with a Virginia temporary tag [REDACTED] was loaded on the trailer. I made contact with the driver, identified as Mr. Joshua Bonilla.
Mr. Bonilla stated he was traveling northbound on Interstate 95 in the slow lane and attempted to change lanes into the middle lane. He stated there was a semi-truck in the middle lane and believed the semi sped up as he was changing lanes, causing a collision. Mr. Bonilla acknowledged striking the semi and continuing northbound on Interstate 95. He stated he did not know what to do, so he kept driving. Mr. Bonilla confirmed he is a driver for RAH Transport Inc.
Upon inspection of the trailer, I observed fresh damage to the rear driver’s side fender area. The metal was bent near the license plate area, and I observed yellow paint transfer consistent with the color of the semi involved in the crash.
A review of the CAD report from the Liberty County 911 Center indicated the initial call was plotted near the 69-mile marker. Mr. Bonilla traveled approximately 22 miles northbound on Interstate 95 without contacting 911 to report the crash and without stopping at any of the four exits he passed during that time.
Mr. Bonilla was taken into custody for Hit and Run. He was placed in handcuffs behind his back, which were checked for proper fit and double-locked. Mr. Bonilla was seated in the rear of my patrol vehicle, which had been searched prior to and after transport, and he was secured with a seatbelt.
Mr. Bonilla attempted to have his father respond to take possession of the vehicle; however, his father was traveling from the Jacksonville, Florida area. As a result, I requested the next-available wrecker. An inventory of the vehicle was conducted, and the vehicle was released to Clark’s Towing upon arrival.
I transported Mr. Bonilla to the Liberty County Jail. While en route, Mr. Bonilla complained of shoulder discomfort due to the handcuffs. I stopped in the parking lot of TJ Maxx and adjusted the handcuffs by applying a second set linked together. Prior to adjustment, I verified the original handcuffs were not overly tight and were properly fitted. After adjustment, both sets of handcuffs were checked for fit and double-locked. The Liberty County 911 Center was notified prior to stopping and again once transport resumed.
Upon arrival at the Liberty County Jail, Mr. Bonilla was released to jail staff without incident. Mr. Bonilla was issued citations for Improper Lane Change and Hit and Run.
