On 11/27/2021 at approximately 2246 hours, I was traveling down Veterans Pkwy towards EG Miles Pkwy when I observed a gray Mitsubishi Eclipse (FL Tag [REDACTED]) turn left out of Walmart onto Veterans Pkwy. The driver entered the #2 lane of travel. When turning, the vehicle entered both lanes of travel and appeared to accelerate quickly.
A second vehicle that was a silver Mazda Tribute (GA Tag [REDACTED]) made the turn onto Veterans Pkwy and entered the #1 lane of travel. The driver of the Mazda accelerated quickly. Both vehicle’s at one point were side by side at accelerated speeds in a competitive attempt to outdistance each other. I activated my same direction RADAR and the vehicle’s registered at 77 and 78 MPH in a 45 MPH zone. I activated my emergency equipment to initiate a traffic stop. Both vehicles pulled to the side of the road.
I approached the driver of the Mazda Tribute first. The driver was identified as Mr. Kahmal Nelson. I explained the reason for the stop and stated they cannot be racing. Mr. Nelson stated he knew and was sorry. I obtained his license and then approached the driver of the Mitsubishi Eclipse. She was identified as Ms. Breeze Riley. I also explained to her she cannot be racing on the roadways. She also apologized and I requested her license. I returned to my patrol vehicle at this point.
I conducted GCIC/NCIC inquiries on both vehicles and drivers. I returned to Mr. Nelson and informed him he was under arrest due to racing being a finger printable offense. I placed him under arrest then searched, handcuffed, checked for fit, and double locked the handcuffs. I then ordered Ms. Riley to me where she was also placed under arrest. I searched, handcuffed, checked for fit, and double locked the handcuffs. Both driver’s were escorted to my patrol vehicle.
I allowed both driver’s to contact friends and family to pick up the vehicles. Both vehicle were picked up and driven off.
I transported Mr. Nelson and Ms. Riley to Liberty County Jail (seatbelted) where both were cited for racing and speeding 32 MPH over. Both were also given verbal warning for reckless driving. I released custody of both driver’s to the booking officers.
Prior to the beginning of shift I searched the rear of my patrol vehicle with no contraband being found.
