On 06/21/2022 at approximately 1015hrs, I was patrolling the area of E General Screven Way and W Oglethorpe Hwy when I observed a black Chrysler 300 make a right turn on a red arrow.
I caught up to the vehicle in the turning lane, going into the parking lot of tractor supply company and I initiated a traffic stop on the vehicle (Ga tag #[REDACTED]).
I made contact with the driver and advised him why I initiated the traffic stop. I asked the driver for his license and he stated he was on his way to the department of driver services with his paperwork. He provided paperwork form Arkansas and Georgia, both of which stated his license was suspended.
I checked GCIC/NCIC and it showed that both Arkansas and Georgia license were suspended. Mr Kevin Handley was placed under arrest for driving on suspended license. He was handcuffed, double-locked, and checked for fit following the department policy. He was placed in the back of my patrol vehicle and seat belted in for transport. The back seat of my vehicle was checked before and after transport.
The owner of the vehicle, Mr [REDACTED] arrived on scene and the vehicle was released to him.
The arrest and transport of the suspect followed department protocol consisting of the suspect being searched, handcuffs being applied, checked for proper fit and double locked. The suspect was placed in the backseat of my patrol vehicle and was seat belted in for transport. The vehicle was searched prior to and after transport with no contraband found.
Mr Kevin Handley was released to the custody of the Liberty County detention staff without incident. He was issued two citations, driving while license suspended (40-5-121) and failure to obey traffic control device (40-6-2) with a total bond of $811.00.
My department issued body worn camera was on and recording.
