On March 08, 2022, at 0739 hours, I was dispatched to [5700 BLOCK] South Coastal Highway in reference to a domestic.
While en route to the incident location, central advised the male half left the residence walking on South Coastal with a towel on his head. I saw a male matching that description on South Coastal Highway and Dogwood St.
I made contact with the male, who was later identified as Kevin Richardson. I asked Mr. Richardson about what took place and he stated as he was leaving the residence, his mother [VICTIM #1] began to yell at him. I asked what was she yelling at him about and he said he did not know because he was toning her out. I asked him where was he heading and he stated he was walking to Hinesville.
I then went down to the residence and made contact with Ms. [VICTIM #1]. Ms. [VICTIM #1] stated her son had bent her tag, broke her tag border, and was beating on her SUV (2021 Toyota CHR Ga [REDACTED]) with his hand. I observed the tag to be bent and her tag border to be laying on the ground in two pieces. The value of both items damaged is approximately $20.00
I then went back to Mr. Richardson’s last location and made contact with him again. I asked him what happened to the vehicle and he stated he did not know, it may have gotten damaged. I then placed him in double-locked handcuffs, and searched him incident to arrest. At this time Lt. Brown arrived to assist. Lt. Brown placed him in the backseat of his patrol vehicle and we both went back to the incident location.
I made contact with Ms. [VICTIM #1] again. Ms. [VICTIM #1] stated she went to Valdosta to pick him up last night because he was released from jail and did not have anywhere to go. Ms. [VICTIM #1] stated this morning Mr. Richardson was inside the bathroom for a long time, so she knocked on the door to see what he was doing. She stated she needed to know what he was doing because he suffers from mental issues and also the last time he was in the bathroom for a long period of time, he broke the light fixture. Ms. [VICTIM #1] went on to say, she has to protect this residence because it is not hers.
Mr. Richardson finally got out of the bathroom. By this time she was already back working from her computer. As Mr. Richardson walked out of the residence he began to call her evil. While he was outside in the yard, she noticed he was hitting the back of her vehicle with his hand and he was still calling her evil. The area he was striking was the tag area. She told him she was going to call the police, and that is when he jumped the fence and left.
I gave Ms. [VICTIM #1] a case pamphlet with a case number and explained to her how to obtain a copy of this report.
Ms. [VICTIM #1] also stated she wanted him to be trespass from the property, which he was issued a trespass warning.
Mr. Richardson was transported to the Liberty County Jail by Lt. Brown for further processing. The backseat of his patrol vehicle was searched after his last transport with no contraband being found. Prior to leaving the jail the back of his patrol vehicle was searched with no contraband being found.
