On 02/20/2022 at 0052 hours, while traveling westbound on w Oglethorpe Hwy, I observed a gray dodge journey (GA tag# [REDACTED]) traveling in the lane ahead of me.

I searched the vehicle tag thru GCIC/NCIC and received a return stating the registered owner of the vehicle, Ms Leana Williams, had a suspended license. I conducted a traffic stop on the vehicle and made contact with the driver, Ms Leana Williams. I advised Ms Williams of the reason for the stop and she stated she just filed appeal paperwork for the suspension. I advised Ms Williams on appeal and suspension procedures and placed her under arrest in handcuffs for driving while license suspended (handcuffs were double locked and checked for fit).

I conducted a search of Ms Williams’ person and then grasped one of her arms to transport her to my patrol vehicle. Ms Williams stated she still needed to obtain her wallet out of her vehicle and I advised her I would get it for her after she was secured in my vehicle. Ms Williams stated no and refused to walk to my vehicle. I advised Ms Williams she would be charged with obstruction if she did not follow instructions and walk to my vehicle and she pulled her arm out of my grasp and stepped away from me. I called for another unit to assist me and regained physical control of Ms Williams by holding her against the side of her vehicle until she stopped attempting to pull away from me. I advised her again to walk to the patrol vehicle and she complied.

I remained on scene until a licensed driver arrived and took possession of the vehicle. Ms Williams was transported to Liberty county jail where she was cited for driving while license suspended and obstruction of an officer. She was released into the custody of Liberty county jail for processing and I cleared the scene without incident.
